Reporter: Dear Secretary of Van Yen District Party Committee, how has Resolution No. 18-NQ/TW, dated October 25, 2017 of the Central Executive Committee on a number of issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, been implemented by Van Yen district in the recent past?

Comrade Ha Duc Anh: Immediately after Resolution No. 18 of the Central Executive Committee was issued, the Standing Committee of Van Yen District Party Committee seriously disseminated the spirit of the Resolution to key cadres of the district, and at the same time directed the development and promulgation of documents of the District Party Committee to deploy to branches, grassroots Party Committees, agencies and units for implementation.

Following the direction of the Provincial Party Committee and the Provincial People's Committee, the District Party Committee issued Action Program No. 46 dated January 21, 2018 on the implementation of Resolution No. 18, and issued 05 documents to lead, direct and organize the implementation of related contents. Based on the practical situation of the locality as well as the similar functions and tasks of agencies and units, the Standing Committee of the District Party Committee focused on directing the organization and implementation of a number of new projects and models on organizational apparatus and concurrent positions to streamline focal points, improve effectiveness and efficiency such as arranging and developing projects on organizational apparatus of agencies of the Party, government, Fatherland Front and socio-political organizations from district to grassroots level, merging communes and villages to ensure compliance with the regulations of the Party and State, with the motto of synchronization, streamlining, stability, and suitability with the functions and tasks of each apparatus in the political system.

Directing Party committees, Party organizations, agencies and organizations in the political system from district to grassroots levels to seriously grasp and organize the implementation of the Party's correct viewpoints and policies on streamlining the apparatus with a consistent viewpoint, demonstrating high determination, associated with regular inspection and supervision of the process of organizing and implementing the Resolution.

Reporter: With focused leadership, direction, determination, close monitoring, closely following the viewpoints, goals, tasks, solutions of the Resolution and the practical situation of the locality during the implementation process, Van Yen has certainly achieved certain results. So can you tell us what specific results Van Yen district has achieved up to now?

Comrade Ha Duc Anh: With the motto: Proactively leading and directing the implementation of projects to reorganize the apparatus; reduce the number of agencies and units; streamline the payroll, the Standing Committee of the District Party Committee has closely followed the direction of the Provincial Party Committee to lead the implementation and completion of all tasks and solutions according to the roadmap to ensure quality and on schedule. Specific results:

Regarding the organizational structure: Up to now, Van Yen District has reduced 2 commune-level administrative units, 185 villages and residential groups compared to before Resolution 18; carried out the restructuring and establishment of the Party Committee of the district-level Party agency and the Party Committee of the district-level Government agency; merged the Propaganda Department and the Mass Mobilization Department of the district-level Party Committee; and reorganized specialized agencies under the District People's Committee. After the restructuring and establishment, up to now, Van Yen District has reduced 13 branches and Party Committees directly under the District Party Committee; and reduced 2 specialized departments under the District People's Committee.

Continue to reorganize and restructure the internal organization of some district-level public service units, reduce 11 internal focal points to 6 internal focal points of the units of the Center for Communication and Culture; Center for Vocational Education - Continuing Education; Center for Services and Support for Agricultural Development and strictly implement the policy of not establishing new intermediary organizations.

Regarding staff reduction: At the district level, the Secretary of the District Party Committee is also the Chairman of the District People's Council; the Head of the Propaganda and Mass Mobilization Department is also the Director of the Political Center (reducing 1 chief); specialized agencies under the District People's Committee have reduced 2 chiefs and 1 deputy when implementing the merger project.

At the commune level, arrangements have been made for the Party Secretary to concurrently be the Chairman of the People's Council, and a pilot program has been implemented to concurrently hold a number of commune and town cadre positions in places with conditions (16 fewer people than the regulation).

Currently, 100% of leaders, heads as well as officers and employees of the reorganized agencies and units have always promoted a sense of responsibility, overcome difficulties, and always been proactive, positive, focused on leading and directing the implementation of assigned tasks. All activities of the agencies and units ensure smoothness, effectiveness and efficiency.

It can be affirmed that the policy of streamlining the apparatus is completely suitable for current practical conditions, and is supported by cadres, party members and the people. The streamlining of the apparatus and the reduction of focal points have helped to overcome the cumbersome situation in the apparatus, the overlapping functions and tasks of some organizations in some fields; along with that, it is possible to build a team of cadres, civil servants and public employees with reasonable numbers, with political qualities, ethics, increasingly high professional qualifications, and skills to handle unexpected situations... to meet the requirements of performing political tasks in the new situation.

Comrade Ha Duc Anh: In the coming time, the Standing Committee of Van Yen District Party Committee will continue to strictly implement the direct leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee and closely follow the Party's platform, constitution, regulations and documents in renovating and rearranging the organization of the political system. In addition, it will focus on reviewing and proactively developing plans to arrange the contingent of cadres, civil servants and public employees, restructuring and building a contingent of cadres with sufficient qualities, capacity and prestige to match the tasks.
