From the reality of work as well as through the recent consecutive assaults in traffic collisions, Lieutenant Colonel Pham Van Chien, Captain of Traffic Police Team No. 6 (Traffic Police Department - Hanoi Police) expressed his opinion that in every situation, everyone needs to stay calm and behave properly.
According to Lieutenant Colonel Pham Van Chien, when participating in traffic, behaving in a civilized manner is something to aim for. When traffic collisions occur, calmly resolving them will avoid confrontational situations and challenges.
Sharing the same opinion, Lieutenant Colonel Nguyen Huu Khanh, Head of Tay Ho District Police (Hanoi) said that in every traffic collision, if we respond according to the trend of "forbearance, kindness" then everything will become easier. On the contrary, if we try to win, showing that we are better than others, the incident may become worse.
From another perspective, according to Mr. Khanh, in reality, when an incident occurs, few people take the initiative to admit their mistakes, and are even willing to argue and challenge, so there is an opinion that "there is no smoke without fire".
Even in many cases, even though the collision is small on the street, the people involved get caught up in fighting for their own right, causing traffic jams, making the whole society wait.
If we want to clarify right and wrong in each traffic collision, according to Lieutenant Colonel Nguyen Huu Khanh, the incident must be resolved according to the provisions of the law.
Lieutenant Colonel Nguyen Huu Khanh also said that traffic participation and activities in public places today must accept the supervision of the community, security camera systems, and street cameras. Therefore, every behavior, every violation of the law and every wrongdoing will be recorded.
The Chief of Tay Ho District Police also frankly shared that through many years of investigation, many cases, not only the violators are at fault, sometimes the victims are also partly at fault. As a result, after collisions on the street, the lawbreakers who assault others are caught up in the law, and the victims suffer injuries.
Sanctions are strong enough to deter and prosecute even when the injury is below 11%
Lieutenant Colonel Pham Van Chien, Head of Traffic Police Team No. 6 (Traffic Police Department - Hanoi Police) added that there have been incidents on the streets where people tend to raise their voices just to prove they are right. Many people even have the habit of "relying on the crowd", attracting or calling for help, making the incident difficult to control and chaotic.
It is worth mentioning that the behavior of the people involved is also worth discussing. Many people deliberately provoked, challenged, and "added fuel to the fire", leading to arguments and fights between the two sides.
In terms of handling cases of assault, intentional injury, and public disorder occurring on the streets, Lieutenant Colonel Nguyen Huu Khanh, Chief of Tay Ho District Police (Hanoi), said that current regulations and sanctions of the law are sufficient to deter violations.
However, according to Lieutenant Colonel Nguyen Huu Khanh, there is always the reality that many people cannot control their behavior. When they violate the law and are punished, they realize the seriousness of the violation and feel remorseful.
Sharing more about the above issue, lawyer Truong Anh Tu, Chairman of TAT Lawfirm, said that the hooligan behavior after a traffic collision not only directly affects the health and spirit of the victim but also causes disorder and insecurity.
Faced with the fact that assaults in traffic collisions are occurring more and more, Mr. Tu said that there are cases where the handling is not strong enough to act as a deterrent, causing many people to still have a "law-intolerant" mentality, ready to use violence when conflicts arise on the road.
“Therefore, it is necessary to apply some measures to increase deterrence and raise people’s awareness of law compliance. Specifically, criminal liability must be prosecuted even when the injury rate is below 11%, if the behavior shows signs of hooliganism, using weapons, or causing outrage in society.
At the same time, incorporate behavioral control education into driver training programs to help traffic participants know how to handle collision situations calmly and avoid violence.
In particular, it is necessary to communicate strongly to raise awareness of the legal consequences of assault in traffic collisions, so that people understand and avoid a moment of losing control, which will turn a citizen into a defendant in a criminal case," said lawyer Truong Anh Tu.
