After a period of active preparation, on October 19, the Department of Transport coordinated with Quang Nam Police and related units to deploy the application of driving test monitoring equipment under Project 06 of the Government.

Model No. 17 was piloted at the Driving Test Center of Phuc Hoang Ngan Company Limited (located in Tam Dan Commune, Phu Ninh). This driving test had a total of 374 candidates, including 126 candidates taking the B1 test, 192 candidates taking the B2 test and 56 candidates taking the C test.

Mr. Nguyen Van Phong, a candidate taking the B2 driving test, said it only took about 5 seconds for the examiner to check the information from the monitoring device.

“Candidates present their ID cards for the scanner to check their data, and the facial recognition system is very fast. This reduces waiting time for test takers, and they feel more comfortable before taking the exam,” Phong shared.

Mr. Vu Van Tuan - Director of Phu Ninh Vocational Driving Education Center said that previously, the testing process was done manually through 4 parts including theory, simulation, driving test and road driving.

The examiner must directly check the records, compare the identification from the citizen identification on the records and the actual student with the naked eye.

Testing students via electronic devices helps to check and prevent cheating in exams faster, more synchronously and in a more modern way. This also helps students trust in the objectivity and accuracy of the testing process," said Mr. Tuan.

According to the driving test on the morning of October 19 at the Driving Test Center of Phuc Hoang Ngan Company Limited, the pilot implementation of the model went smoothly.

Before the candidate enters the examination room, the examiner performs a comparison and authentication operation between the chip-embedded ID card and the facial biometric recognition device, identifying the test taker. The operations are quick and accurate. The examiner also tested by having the device identify a different person than the scanned chip-embedded ID card, and the computer immediately reported an error.

According to statistics from the Department of Transport, currently in the province there are 7 driving training facilities and 6 driving testing centers in operation with a training capacity of 6,264 students at a time.

In 2024, the Department of Transport organized 91 exams, with more than 65,000 candidates taking the exam. Of which, the passing rate was more than 65% with about 42,900 driving licenses issued.

The Department of Transport has issued driving test regulations and strictly implemented the driving test process according to regulations. In which, there is a process for monitoring, checking, and identifying driving test candidates combined with camera images placed in the theory test room, the room simulating traffic situations, on the vehicle and on the road.

At the same time, the examiner performs visual identification of the candidate to compare the actual image of the candidate with the information on the CCCD and other identification documents.

Up to now, the regulations have basically been met, and no cases of cheating or proxy exams have been detected. However, the work of checking, identifying, and comparing is still done manually with the naked eye, so it takes a lot of time.

The pilot implementation of the model "Equipment for monitoring driving tests and exams" aims to focus on synchronously implementing solutions and measures, organizing the implementation of digital transformation models to promptly and effectively implement the tasks of Project 06.

Deputy Director of the Department of Transport Le Quang Hieu said that the practical effect that model number 17 brings is to ensure control and accurate identification of test takers, avoiding test takers cheating during driving tests.

At the same time, it improves efficiency, reduces costs, optimizes processes, reduces time and resources for driving test management. From the perspective of candidates, the application of monitoring devices helps to perform quickly and easily, saves time, and secures candidates' personal information.

“The pilot implementation will be the basis for summary evaluation, from which to replicate the time model to ensure success, efficiency, and compliance with regulations. The Department of Transport has directed the Department of Transport Management, Vehicles and Drivers to be responsible for monitoring, recording, and synthesizing related contents during the pilot implementation.

"Particular attention should be paid to difficulties and obstacles as a basis for reporting on the pilot work and proposing to competent authorities when replicating the model," said Mr. Hieu.
