Concluding the meeting, Chairman of the Provincial People's Committee Le Thanh Do emphasized the suitability and synchronization of the project; preliminary assessment of capital sources and the ability to balance capital allocation for the project; investment forms and methods with the policy that the proportion of state capital participating in the total investment of the project does not exceed 70%. The Chairman of the Provincial People's Committee requested the Department of Transport to synthesize and advise the Provincial People's Committee to promptly complete the report to the Standing Committee of the Provincial Party Committee on the implementation plan and make recommendations and proposals to the central ministries and branches.

According to the road network planning for the period 2021 - 2030, with a vision to 2050, the Son La - Dien Bien expressway is 200km long, with a scale of 4 lanes, and an investment roadmap after 2030. However, due to the need to invest in the project, the Prime Minister assigned the People's Committee of Dien Bien province as the competent authority to implement the project to build the Son La - Dien Bien - Tay Trang border gate expressway, phase 1 (section from Dien Bien Phu city - intersection with National Highway 279) under the form of a BTL contract (build-transfer-lease service) in the period 2022 - 2030.
