In order to reduce the situation of early marriage and incestuous marriage in ethnic minority and mountainous areas, many localities have taken effective measures, even "strongly" punishing. However, in general, doing a good job of propaganda and raising awareness is still the most effective way.
According to a preliminary summary from the Ethnic Minorities Committee of Nghe An province, the rate of child marriage and consanguineous marriage is showing signs of decreasing year by year. If in 2021 there were 309 cases, then by 2022 there were 295 cases and by the end of 2023 there were 230 cases.
In particular, some localities that used to have high rates of child marriage and incestuous marriage have now significantly decreased, such as Con Cuong, Que Phong, and Tuong Duong districts. This shows that solutions to prevent child marriage with support from resources from Sub-project 2, Project 9 of the National Target Program 1719 are really effective.
Accordingly, it aims to change awareness and behavior in marriage, reduce early marriage and consanguineous marriage in ethnic minority and mountainous areas, especially ethnic groups that still face many difficulties and ethnic groups with specific difficulties.
Localities allocated capital from Sub-project 2, Project of Program 1719, through statistics, have had over 90% of cadres working on ethnic affairs at all levels, and commune cultural and social cadres trained to improve capacity, skills in advocacy, counseling, and communication to change behavior on early marriage and consanguineous marriage in ethnic minority and mountainous areas.
For example, in Con Cuong district, according to Mr. Luong Viet Tung, Head of the district's Ethnic Minorities Committee, from the capital of the National Target Program 1719, Con Cuong district has promoted propaganda, mobilization, and raising awareness for people, especially the young generation through village and hamlet meetings; through conferences and meetings in the locality...
“Specifically, in 2 years (2022-2023), Con Cuong district has organized 2 conferences to propagate and disseminate legal education on marriage and family, skills to prevent early marriage and consanguineous marriage for 250 people. At the same time, we coordinated with secondary schools such as Mon Son, Chau Cam, Mau Don... to organize communication to raise awareness and change behavior on reducing early marriage and consanguineous marriage for 600 students. Printed more than 50 banners, built 5 Pano clusters in 3 communes of Lang Khe, Thach Ngan and Binh Chuan, Chau Khe and Mon Son with the content of propaganda "Reducing early marriage and consanguineous marriage", Mr. Tung added.
In 2024 alone, Con Cuong district has developed Plan No. 150/KH-UBND dated July 19, 2024 on the implementation of Sub-project 2, Project 9 under the National Target Program 1719 with specific contents such as holding conferences to disseminate laws on marriage and family, skills to prevent and reduce early marriage and consanguineous marriage for cadres, civil servants, and public employees working on ethnic and population affairs, and teams of reporters and legal propagandists in the locality.
“Not only that, we also organized propaganda conferences to limit the situation of child marriage and incestuous marriage in areas with high child marriage rates for leaders of party organizations, authorities, and mass organizations in communes, villages, hamlets, village elders, village chiefs, prestigious people, and people in ethnic minority and mountainous areas,” Mr. Tung informed.
According to Mr. Tung, along with the propaganda work, we have also promptly deployed the allocation of capital from Project 9 of Program 1719. Specifically, the allocated career capital in 2022 is 116 million VND, this amount is 100% disbursed by the People's Committee of Con Cuong district; in 2023 it is 357 million VND, this amount we are currently developing a Plan and implementing. In 2024 alone, it is 302 million VND, we have issued Plan No. 150/KH-UBND to deploy the disbursement according to regulations.
Meanwhile, in Tuong Duong district, although the implementation of Project 9 still has some difficulties, with the participation of the entire political system, propaganda work to reduce the situation of early marriage and incestuous marriage in ethnic minority and mountainous areas has achieved certain results.
Specifically, if in 2020 the whole district had 77 cases of child marriage, by 2021 it had decreased to 57 cases. By 2022 it had decreased to 27 cases, in 2023 it had decreased to 23 cases of child marriage. In the first 6 months of 2024 alone, it had decreased to 17 cases. Thus, after 4 years (from 2020 to June 2024), the number of cases of child marriage had decreased by more than 77.9%.
According to Mr. Luong Xuan Hiep, Head of the District Ethnic Committee, in recent times, the District People's Committee has strengthened leadership and direction of communication and advocacy activities, raising awareness and changing the behavior of ethnic minorities in communes and villages with high rates or risks of early marriage and consanguineous marriage. Up to now, the situation of early marriage and consanguineous marriage among ethnic minorities in the district has decreased significantly.
In the coming time, to carry out this task well, we will continue to strengthen propaganda and mobilization work combined with education and career orientation for the subjects (students, teenagers, parents). At the same time, raise awareness of the consequences of early marriage and incestuous marriage; raise the sense of responsibility of individuals towards their families and society in complying with the law, building a future generation that is physically healthy, intellectually and spiritually good.
In particular, it is necessary to focus on disseminating and popularizing legal education in the school system (middle schools, high schools) in the district. In addition, it is necessary to have more involvement from Party committees and authorities at all levels; promote and enhance the role of village elders, village chiefs, clan leaders, and prestigious people to prevent early marriage and incestuous marriage.
