Kinhtedothi - On the afternoon of February 5, at the regular Government press conference, Chief of Office of the Ministry of Home Affairs Vu Dang Minh informed about the review and evaluation of civil servants, public employees, and workers after streamlining the apparatus, and the funding source to resolve cases of leave when implementing the arrangement.
Chief of Office, Spokesperson of the Ministry of Home Affairs Vu Dang Minh said: On December 31, 2024, the Government issued Decree 178 regulating policies applicable to civil servants, public employees, and workers in the transfer and arrangement; 2 weeks later, very urgently, the Ministry of Home Affairs issued Circular 01 guiding the implementation of this Decree.
On January 4, the Staff Department advised the Steering Committee on a document guiding local departments and agencies to stipulate specific criteria and conditions, suitable to the characteristics and situation of each local department and agency. On that basis, combined with self-assessment of the last 3 years, to select those who will continue to work, and those who will be put on the re-arrangement list to calculate a roadmap.
On that basis, ensure the principle of clear work in the apparatus, clear people, clear products.
If one cannot prove what work will be done in that position, what the product is, and what volume can be done in a year, one will have to be reorganized. At the same time, one must calculate to find a team with moral qualities and professional qualifications equal to the task to operate the new apparatus to ensure efficiency, effectiveness, and efficiency in the spirit of organizational science.
Up to now, according to the project that was submitted to the National Assembly Standing Committee this morning and was highly agreed with the Government's plan on the structure of the Government. The structure of personnel and the two drafts of the Law on Government Organization and the Law on Local Government Organization will be submitted to the National Assembly for approval.
With such spirit, up to now, ministries and branches have had specific plans for arrangement, regarding the organization of the apparatus, there are specific numbers, but regarding the personnel, we have to wait to calculate each person's position, so that after the National Assembly approves the Government structure, the Government will issue a decree, regulating the functions and tasks of ministries and ministerial-level agencies.
All ministries that do not carry out the arrangement and ministries that carry out the merger must also issue new regulations on functions and powers to regulate the operation of the new apparatus.
During this time, personnel work, who is subject to downsizing, related to aspirations... are waiting for the competent authorities, the National Assembly, and the Government to have exact data.
Currently, the Ministry of Home Affairs is working with the Ministry of Finance to urgently develop a circular guiding the establishment of funding sources, estimates, management and use of this funding. Currently, the Ministry of Finance is seeking opinions from ministries and will soon submit this circular for promulgation as a basis for implementing the arrangement.
Thus, in terms of legal basis, there is Decree 178, there is a Circular guiding how to calculate each person, the Ministry of Finance has a circular guiding on budget preparation, funding sources, funding management... so when the competent authority presses the button to approve the arrangement project, we can operate it immediately.
Regarding the reporter's question about whether there are enough resources, the Spokesperson of the Ministry of Home Affairs said that when drafting Decree 178, the Ministry of Home Affairs asked for opinions from the Central Steering Committee, directly asked for opinions from the General Secretary on the options, in which it was very concerned about whether there were enough resources to do it or not.
In the impact assessment, if this option is implemented, the funding source for payment to those who will retire after the arrangement is implemented will be lower than if these people continue to work for 5 years. Thus, there is assurance that there will be enough funding to pay.
