General Secretary To Lam and the Central Working Delegation came to offer flowers and incense to commemorate and pay tribute to the heroic martyrs who heroically sacrificed for the independence and freedom of the nation.

Attending the incense offering ceremony were Politburo members, Party Central Committee Secretaries: Head of the Party Central Committee's Organization Commission Le Minh Hung, Chairman of the Party Central Committee's Inspection Commission Nguyen Duy Ngoc; Politburo members: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; comrades: Le Hoai Trung, Party Central Committee Secretary, Chief of the Party Central Committee's Office; Le Thanh Long, Party Central Committee member, Deputy Prime Minister; Party Central Committee members, leaders of a number of central ministries, departments, branches, the Party Central Committee's Office, the General Secretary's Office and leaders of Ha Giang province, along with representatives of the armed forces, veterans, Youth Union members and people of all ethnic groups in Vi Xuyen district.

In a solemn and emotional atmosphere, General Secretary To Lam and delegates took a minute to commemorate, offer flowers and incense to commemorate and express gratitude to the heroic martyrs; vowing to be absolutely loyal to the goals and ideals of the Communist Party of Vietnam, forever following the path chosen by the Party, Uncle Ho and the people; joining hands and being determined to build the homeland and the country - entering a new era of development, an era of the Vietnamese people's rise.

Here, General Secretary To Lam was moved to write in the Tradition Book: "Forever grateful to the great President Ho Chi Minh. Forever grateful to the heroic martyrs who sacrificed for the eternal Fatherland. On the occasion of the beginning of the Spring of At Ty 2025, the Central Working Group of the Communist Party of Vietnam returned to Ha Giang and came to pay tribute to our predecessors, heroic martyrs and people at Vi Xuyen National Cemetery. We continue on the path that the Party and Uncle Ho have outlined, continue to protect and develop a strong, powerful and prosperous country, where the people are warm, happy and wealthy. Ha Giang province continues to develop rapidly and sustainably, with the country entering an era of wealth and prosperity."

Construction began in 1990 and the newly upgraded and expanded Vi Xuyen National Martyrs Cemetery covers an area of ​​over 10 hectares, serving as the resting place of martyrs who died in the fight to protect the northern border of the Fatherland.

In the evening of the same day, General Secretary To Lam and the delegation visited the Nam Dam Community Cultural Tourism Village (Quan Ba ​​Commune, Quan Ba ​​District); presented gifts to 10 policy families in Quan Ba ​​District.

Here, General Secretary To Lam commended and acknowledged the contributions of the people of all ethnic groups in Quan Ba ​​district to the overall development achievements of the province and the country.

The General Secretary advised the Party Committee, government and people of all ethnic groups in Quan Ba ​​district to continue promoting the tradition of solidarity and the achievements that have been made, to overcome difficulties and limitations, to join hands and strive to compete and be determined to successfully carry out socio-economic development tasks, ensure national defense and security, and be worthy of its position as the northern border fence and shield of the Fatherland.

Quan Ba ​​is the gateway district of 4 northern highland border districts of Ha Giang province, located in the Dong Van Karst Plateau UNESCO Global Geopark. The natural area is 542.2 km2, the terrain is fragmented, and traffic is very difficult. In recent years, the work of hunger eradication and poverty reduction, socio-economic development, ensuring national defense and security, and maintaining borders and landmarks has been implemented synchronously, drastically, and effectively by the district. The district's economy has many positive changes, and the material and spiritual life of the people has been increasingly improved. The rate of poor households has decreased by an average of over 7% per year. The economic structure has shifted in the right direction; the budget revenue in the district in 2024 reached 109.4 billion VND; 3/13 communes have met new rural standards.

The district has synchronously and effectively implemented 3 national target programs in the area, period 2021-2025, the program has had 3,959 workers participating in vocational training courses, capacity building; created jobs for 18,543 workers; sent 741 workers to work abroad; implemented 134 livelihood projects with 9,274 households participating; supported the elimination of temporary houses for 1,828 households from the national target program and other programs.

On this occasion, General Secretary To Lam presented the construction project of the Department of Medical Examination and Treatment - Quan Ba ​​District General Hospital to the ethnic people of Quan Ba ​​district.

Quan Ba ​​District General Hospital is a class II hospital, invested in construction and put into use with buildings put into use since 1999. In 2001, it had a scale of 100 patient beds. By 2015, the hospital was upgraded to a scale of 130 beds, but the current capacity is 180 beds. After many years of use, the facilities of some construction items have degraded, are not synchronized in function, and have not met the requirements for examination and treatment for patients in Quan Ba ​​district and neighboring districts.

As the implementing unit, after surveying the current situation and receiving the agreement of the People's Committee of Ha Giang province, the provincial Department of Health and the hospital leadership, Deo Ca Group proposed to build a new 4-storey building with an area of ​​2,200m2; invest in basic medical equipment; build gates, yards, front fences, and hospital campus landscape. The total estimated investment is about 30 billion VND, of which construction and equipment costs are 25 billion VND. According to the plan, the project will be implemented within 120 days from the date of approval by Ha Giang province, with the expected start date on March 15, 2025.

Deo Ca Group commits to implementing the construction of Quan Ba ​​District General Hospital to ensure progress, quality and safety, contributing to improving the quality of medical infrastructure, creating more favorable conditions for medical examination and treatment in the locality.

On the same evening, in Dong Ha commune, Quan Ba ​​district, General Secretary To Lam and the working delegation participated in a cultural program of ethnic people in Ha Giang province and presented 30 gifts to policy families in Quan Ba ​​district (Ha Giang).
