Propagating and educating the political and ideological aspects of the contingent, cadres, party members, civil servants, public employees, workers and armed forces, especially those affected by the reorganization of the apparatus, promoting the sense of responsibility, for the common good, sacrificing personal interests (if any) to implement the Party's policies, creating consensus among cadres, party members and people; promptly rewarding and encouraging collectives and individuals with many achievements and contributions to agencies, organizations and units in the process of reorganizing the apparatus in conjunction with streamlining the payroll, restructuring and improving the quality of the contingent of cadres, civil servants and public employees.
Heads of organizations, agencies, units and localities are responsible for implementing the regimes and policies as prescribed in the Decree, urgently directing the implementation of the following contents: Developing and promulgating specific criteria for evaluating cadres, civil servants, public employees and workers in accordance with the characteristics, situation and practice of the organization, agency, unit and locality; reviewing and evaluating the quality of cadres, civil servants, public employees and workers under their management; identifying those who must quit their jobs due to organizational arrangement, streamlining of staff, restructuring, and improving the quality of cadres, civil servants and public employees, ensuring that they do not affect the performance of tasks assigned by competent authorities; making a list and estimating the amount of money to implement policies for each case, submitting it to competent authorities for consideration and approval according to the decentralization of cadre management.
The Party Executive Committee of the Provincial People's Committee directs the implementation of policies and regimes in accordance with regulations; synthesizes and reports to the Provincial Steering Committee (and sends to the Provincial Party Committee's Organizing Committee) the results of policy and regime implementation before 5:00 p.m. every Tuesday.
The Provincial Party Committee's Organizing Committee guides, appraises, and submits to the Provincial Party Committee's Standing Committee for approval the subjects of policy and regime implementation for cadres, civil servants, public employees and workers of Party agencies, the Fatherland Front and socio-political organizations; synthesizes the implementation results, reports to the Provincial Steering Committee to report to the Central Steering Committee according to regulations.
