BHG - On the afternoon of April 18, the 18th Provincial People's Council, term 2021 - 2026, held the 23rd Session (special) to review, comment and approve important resolutions and carry out personnel work within its authority. Comrades: Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hau Minh Loi, Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Hoang Van Vinh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired.

At the meeting, delegates reviewed and commented on the draft Resolution approving the list of works and projects to change land use purposes, supplemented in 2025 in the province; the draft Resolution approving the list of works and projects to reclaim land, supplemented in 2025 in the province; the draft Resolution deciding on the policy to change the purpose of forest use to other purposes to implement the inner-city road project, Vi Xuyen town, Vi Xuyen district, phase 1; the draft Resolution on the allocation of regular expenditure estimates to implement the National Target Program on Sustainable Poverty Reduction in 2025.

The Standing Committee of the Provincial People's Council chaired the meeting.

Based on a thorough study of the documents, legal basis and the necessity of each content, the delegates of the Provincial People's Council basically agreed with the draft resolutions submitted at the session. The delegates requested the Provincial People's Committee to direct departments and branches to urgently continue to develop a detailed budget allocation plan for the remaining unallocated amount. At the same time, arrange local counterpart funds to submit to the Provincial People's Council for decision on allocation in May 2025 to implement the National Target Program on Sustainable Poverty Reduction within the prescribed time. Regarding the draft Resolution approving the list of land acquisition works and projects, supplemented in 2025, the delegates requested the Provincial People's Committee to review the investment policy of defense works and commune police headquarters projects. If the project has not yet started construction, it is recommended to temporarily suspend investment and remove it from the list of planned land acquisition. For projects that have been and are being basically completed, it is recommended to supplement documents as a legal basis for land recovery in accordance with the 2024 Land Law. After consideration and discussion, delegates voted to pass 4 resolutions with 100% consensus.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Phan Huy Ngoc presented reports related to the dismissal and election of additional members of the Provincial People's Committee.

In the meeting agenda, the Provincial People's Council reviewed, commented and voted to approve the Resolution on dismissal from the position of Member of the Provincial People's Committee, term XVIII, 2021 - 2026 for Mr. Le Minh Duc, former Director of the Department of Transport and Mr. Nguyen Cao Cuong, former Director of the Department of Home Affairs. At the same time, the secret ballot was held and the Resolution was approved to confirm the election of additional positions as Member of the Provincial People's Committee, term XVIII, 2021 - 2026 for Mr. Nguyen Duc Thuan, Director of the Provincial Police; Mr. Do Anh Tuan, Director of the Department of Home Affairs; Mr. Nguyen Trung Ngoc, Director of the Department of Culture, Sports and Tourism; Ms. Chu Thi Ngoc Diep, Director of the Department of Ethnic Minorities and Religions; Ms. Pham Kieu Van, Director of the Department of Finance with a 100% consensus.

Speaking at the closing session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son emphasized: The session was a great success, completing all the contents and programs set out. The resolutions passed at the session closely followed the direction of the Provincial Party Committee, legal regulations and met the requirements in the direction and administration of the Provincial People's Committee. In particular, timely decisions on contents, mechanisms and policies under the authority, contributing to promoting the socio-economic development of the locality.

Chairman of the Provincial People's Council Thao Hong Son requested the Provincial People's Committee to continue to synchronously and effectively lead and direct the province's socio-economic development solutions in 2025, ensuring the achievement of the set goals; urgently, fully and seriously implement the directions of the Government and the Prime Minister on the implementation of national target programs, period 2021 - 2025. Focus on urging and accelerating the disbursement of public investment capital, ensuring the effective use of financial resources. Direct the timely completion of the Project on rearranging provincial-level administrative units and commune-level administrative units of Ha Giang province, in accordance with practical conditions, ensuring the rationality in terms of geography, population size, cultural and historical factors and administrative management capacity after the merger, in order to optimize the commune-level government apparatus in Ha Giang province. Focus on resolving issues arising from the organization, personnel, policies for cadres after the merger, public assets, facilities and administrative records.

Head of the Economic - Budget Committee of the Provincial People's Council Tran Xuan Thuy reported on the review of documents submitted to the meeting.

Chairman of the Provincial People's Council Thao Hong Son suggested that the Provincial People's Committee continue to pay attention to information and propaganda work to create consensus in society, helping people understand the goals, meanings and benefits of the arrangement of commune-level administrative units; thereby, contributing to ensuring the implementation process takes place smoothly and effectively. Provincial People's Council delegates, Provincial People's Council delegations, Provincial People's Council Committees need to continue to promote their roles and responsibilities, strengthen supervision and perform well their functions and tasks according to the law; inform voters of the results of the session and the resolutions that have been passed; promptly grasp the difficulties, problems and issues arising during the implementation process to propose and recommend effective solutions to promptly resolve practical issues, meeting the expectations of voters and people in the province.
