Similarly, schools in District 4 need to recruit 99 teachers in the second round, including 49 preschool teachers, 32 primary school teachers and 18 secondary school teachers. Of which, the number of additional teachers needed in primary school, for English and IT is about 10 teachers/subject, 6 for fine arts, and 5 for music. A leader of the Department of Education and Training of District 4 shared that this year, the number of additional teachers recruited in the second round has increased compared to last year. This shows that the demand for recruiting teachers to teach gifted subjects will continue to be hot and scarce.

N REASONS FOR RECRUITING BUT STILL LACK
Mr. Luu Hong Uyen, Head of the Department of Education and Training of District 6, said that currently each locality conducts recruitment at different times, so a candidate can apply in many places, leading to a candidate being accepted in many places and having the right to choose the most suitable teaching position. This causes difficulties for other recruiting units, because the recruitment source only has that degree, but the successful candidate is "fake". According to a representative in charge of personnel organization of the Department of Education and Training of Ho Chi Minh City, this is also the reason why recruiting teachers in Ho Chi Minh City is difficult.
Some subjects such as foreign languages, information technology, music, and fine arts have high recruitment needs (mainly concentrated in primary and secondary schools) but the number of applicants is low, or even no applicants.
In addition, there is a difference in the teaching hours per week for teachers at different levels, such as 23 hours for primary school, 19 hours for secondary school, and 17 hours for high school. Therefore, most graduates choose to be recruited at high school.
In particular, according to this official, due to the lack of attractive policies, most graduates choose to work in a freelance environment or apply for jobs in private organizations and units to have a high income.

SERIES OF SOLUTIONS
Faced with this situation, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the Department has developed short-term and long-term solutions.
First of all, direct public service units under the Department of Education and Training and instruct the Departments of Education and Training to advise the People's Committee of Thu Duc City and districts to proactively arrange and assign human resources on-site or in professional clusters by linking to share guest lecturers or signing short-term labor contracts when meeting the standard conditions on training, fostering and professional capacity, appropriate to the grade level. Particularly for the subjects of music, fine arts and information technology, consider the capacity of primary and secondary school teachers with university degrees or higher to assign high school teachers. Therefore, currently, Ho Chi Minh City still ensures that students study enough subjects and hours.

At the same time, the organization flexibly recruits civil servants through many forms of examination, selection or acceptance as civil servants. Specifically, the public service units under the Department have not been assigned to organize recruitment in many phases. Phase 1, organizes civil servant examination or organizes selection for excellent graduates according to the provisions of Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create sources of cadres from excellent graduates and young scientists. If the number of recruits is still insufficient compared to the demand, the organization will recruit in the second phase with the form of selection or acceptance as civil servants.
20 public service units under the Department are assigned to organize recruitment and public service units under the People's Committee of Thu Duc City and districts will organize regular recruitment until the recruitment demand is met.
Faced with the current shortage of recruitment sources for gifted subjects, Mr. Nguyen Bao Quoc said that the Department of Education and Training will coordinate with the Department of Home Affairs to submit to the City People's Committee for consideration of the training standards of the pedagogical training certificate for those with a bachelor's degree in music, fine arts and information technology that are not in the teacher training sector. These two departments will coordinate to submit to the City People's Committee for consideration and direction on the unified transfer time for civil servants and the time to organize the first round of civil servant recruitment in the entire city.
In addition, develop policies to attract teachers for departments that have been lacking teachers for many years due to lack of recruitment. Strengthen coordination with training institutions to have policies to attract students to study in professions that are lacking.
