One of the contents that many National Assembly deputies commented on was the mechanism and policy to attract and retain talented and qualified people.

Delegate Thach Phuoc Binh (Tra Vinh) proposed that the Ministry of Home Affairs soon have a common mechanism and policy on determining the payroll for the whole country. This would allow Ho Chi Minh City to proactively review, appraise, assign additional, and regulate the number of payrolls in wards, communes, and towns based on local realities regarding area size, population, and complexity of the area.

For communes of densely populated districts undergoing strong urbanization, it is necessary to pay attention to the principle of determining salary funds based on work efficiency in accordance with the Ho Chi Minh City budget, which is regulated higher from the outstanding contribution of the city budget.

Giving a similar opinion, Deputy Dinh Ngoc Minh (Ca Mau) said that it is necessary to assign Ho Chi Minh City to issue regulations on recruitment and salary payment of civil servants in conjunction with increasing budget revenue, because people are the root of all problems. If there is a mechanism and policy for recruitment and salary payment, then there will be "both red and professional" people to serve the development of the City.

Delegate Ha Sy Dong (Quang Tri) affirmed that there needs to be stronger decentralization and delegation of authority between the Government and Ho Chi Minh City and Ho Chi Minh City and its affiliated cities, districts and towns. This decentralization is not only in the organization of the apparatus, civil servants and public employees but also in the authority of planning, construction, land, science, technology, culture, society and population management.

In addition, according to the Quang Tri Provincial Delegate, it is necessary to give Ho Chi Minh City a special status to serve science, high technology, digital transformation and issues related to the development of the country's leading high technology.

Regarding attracting, selecting, employing talents and developing high-quality human resources, it is also necessary to do more carefully and have an open mechanism according to modern industrial thinking to attract, employ talents and focus on leading experts and scientists in the region according to Resolution 54.

The female delegate cited the experiences of some advanced countries that can be referenced, such as Israel - a leading startup nation. Israel has long taught 4th graders programming, 10th graders coding for network security and anti-hacking, and some kindergartens have taught computer skills and robotics research.

For the past 45 years, from grade 11 to grade 12, each school in Israel has selected 3-6 outstanding students, classified according to talent groups. Among them, the best students in mathematics, science, and programming receive free education, university, graduate school, and many years of employment at the country's leading technology units.

From here, the delegate emphasized, Ho Chi Minh City has enough opportunities and capabilities to be a pioneer in attracting this talent if it has an outstanding mechanism for investment in education, science and technology. This also contributes to building the city into a center for training high-quality human resources for the country and ASEAN.

The delegate proposed that a flexible policy should be applied, not a complete exemption but a reduction schedule of income tax for subjects in this field, classified from 1-3 years, 3-5 years, 5-8 years and over 8 years of experience, corresponding to a reduction of 70, 50, 30 and 10% of income tax within a period of 5 years.

Mr. Lam said that this plan will immediately attract many high-quality talents to work in Ho Chi Minh City, and at the same time attract more students in high-tech science and technology, especially information technology.
