Vietnam-UAE Joint Statement on Upgrading Relations to Comprehensive Partnership

On the occasion of Prime Minister Pham Minh Chinh's official visit to the United Arab Emirates (UAE), senior leaders of Vietnam and the UAE agreed to upgrade their bilateral relations to a Comprehensive Partnership on October 28, 2024. We are pleased to introduce the full text of the Joint Statement between the Socialist Republic of Vietnam and the United Arab Emirates (UAE).

1. Since establishing diplomatic relations in 1993, Vietnam and the United Arab Emirates (UAE) have built a substantive relationship, nurtured and consolidated on the basis of friendship, equality, mutual respect and cooperation for the benefit of the people of the two countries.

The bilateral cooperation has achieved important results and concrete progress in many areas such as diplomacy, economy and trade. Both sides share interests and need to cooperate in new and promising areas.

2. Recognizing the great potential and aiming to strengthen the relationship between the two countries, Vietnam and the UAE have conducted friendly consultations to establish a Comprehensive Partnership to deepen bilateral cooperation in a wide range of areas.

3. On the occasion of the official visit of Mr. Pham Minh Chinh, Prime Minister of Vietnam to the UAE, senior leaders of Vietnam and the UAE agreed to upgrade bilateral relations to Comprehensive Partnership on October 28, 2024.

4. The new framework reflects the stature of the bilateral relationship in the new era with higher political trust at all levels; expanding the scale and scope of cooperation in a more comprehensive, substantive and profound manner in all fields; promoting and strengthening existing bilateral cooperation mechanisms, further perfecting and adding new cooperation mechanisms on the basis of respecting international law, independence, sovereignty and territorial integrity.

5. To realize the vision of the Comprehensive Partnership, the two countries agreed to promote cooperation in the following key areas:

I. POLITICAL, DIPLOMATIC, SECURITY, NATIONAL DEFENSE, LEGAL AND JUDICIAL COOPERATION

6. The two sides agreed to increase bilateral contacts and exchanges at all levels, including visits by senior leaders of the State, Government, leaders of ministries, sectors and technical working groups.

7. The two sides agreed to promote the role of the Intergovernmental Committee and Political Consultation mechanisms at the Deputy Ministerial level between the two countries, and promote new cooperation mechanisms such as specialized cooperation and cooperation in regional and global initiatives.

8. The two sides agreed to strengthen cooperation in the fields of defense, security, justice and law in accordance with the laws, needs and capabilities of each country, including defense industry cooperation, crime prevention, joint training, drills and exercises, and cooperative research in other fields.

9. The two sides reaffirmed the importance of maintaining stability, peace and prosperity in the region and the world, including maritime security, the security and safety of sea lanes and international supply chains and traffic. The two sides will also continue to cooperate in regional and international forums such as ASEAN and the Gulf Cooperation Council (GCC).

II. ECONOMIC, TRADE, INVESTMENT AND AGRICULTURE COOPERATION

10. The two sides pledged to coordinate to actively implement the Comprehensive Economic Partnership Agreement (CEPA) to increase bilateral trade turnover to 20 billion USD and bring economic and trade benefits to both sides.

11. The two sides agreed to enhance trade promotion and implement cooperation activities, including logistics cooperation, to deepen connectivity between businesses of the two sides and enhance bilateral trade as well as the ASEAN and GCC markets.

12. The two sides pledged to make maximum efforts to substantially expand investment cooperation in areas of mutual interest such as oil and gas, renewable energy, information technology, innovation, digital transformation, green transformation, logistics, production and processing of agricultural products. Based on the capacity and experience of the UAE, the UAE is willing to share with Vietnam its experience in building the Vietnam Financial Center in Ho Chi Minh City and invest in this project.

13. Recognizing the potential for bilateral cooperation in the Halal industry, based on its capacity and experience, the UAE is ready to support Vietnam through sharing technical and management experience, training human resources, investing in building standards testing centers and providing Halal certificates in Vietnam, contributing to the development of the Halal ecosystem in Vietnam, serving the global supply chain, including the UAE.

14. The two sides pledged to effectively implement the Memorandum of Understanding on the establishment of a Joint Working Group on Economic and Trade Cooperation and to study the establishment of new economic cooperation mechanisms such as the establishment of the Vietnam-UAE Business Council, the Task Force on Investment Cooperation, and the Vietnam-UAE Joint Investment Fund.

III. COOPERATION IN ENERGY, SCIENCE, TECHNOLOGY AND INNOVATION

15. The two sides identified energy transition and green transition as priorities in bilateral relations and pledged to strengthen cooperation based on each side's potential, advantages and the principles of equality and mutual benefit. The two sides called on the private sectors of the two countries to continue promoting and expanding trade and investment cooperation in the energy sector, including green and renewable energy, liquefied natural gas, oil and gas production, oil refining and petrochemicals. The UAE reaffirmed that it will facilitate Vietnam's access to a secure supply of petroleum products and encourage Vietnam to provide high-quality petroleum services in the UAE such as engineering, operation, maintenance, etc.

16. The UAE thanked Vietnam for its efforts at COP28, contributing to the success of the UAE Consensus and its participation in the Declarations on Food, Health and Gender and the Global Cooling Commitment. The two sides recognised the global importance of combating climate change and sustainable development, and welcomed enhanced cooperation in developing policy mechanisms, technical and financial solutions towards a just energy transition and reducing greenhouse gas emissions.

The UAE looks forward to Vietnam’s efforts to diversify its energy supply to increase the use of renewable energy and reduce its dependence on coal, under the “Just Energy Transition Partnership” (JET-P) program recently announced at COP28 in Dubai, contributing to the implementation of the UAE Consensus goals. The two sides agreed to explore the potential for investment cooperation in the field of renewable energy, such as wind and solar energy, and promote efforts to protect the environment, conserve biodiversity, manage natural resources, respond to climate change and adopt sustainable adaptation models to minimize the impact of natural disasters.

17. The two sides agreed to cooperate closely in the fields of digital transformation, innovation and science and technology through sharing experiences, modernizing and enhancing government capacity, developing digital government and digital economy, and connecting innovation centers of the two countries.

IV. SOCIAL-CULTURAL COOPERATION, LABOR, EDUCATION, PEOPLE-TO-PEOPLE EXCHANGE

18. The two sides acknowledged the important role of people-to-people exchanges in strengthening bilateral relations and agreed to step up tourism promotion activities, cultural and sports exchanges. The two sides will jointly promote cultural and sports linkage initiatives. The UAE is ready to support Vietnam through investment in sports training.

19. The two sides will step up efforts to effectively implement the Memorandum of Understanding on cultural and tourism cooperation, promote people-to-people exchanges between localities of the two countries, as well as expand, improve and establish new cooperation mechanisms and memorandums of understanding between localities of the two countries. The two sides agreed to negotiate and sign a bilateral agreement on visa exemption for ordinary passport holders of the two countries.

20. The two sides pledged to effectively implement the Memorandum of Understanding on cooperation in the field of human resources, promote recruitment efforts, vocational skills training, foreign languages, and disseminate UAE laws and culture to Vietnamese workers, especially high-quality workers working in the UAE or in countries/territories where UAE enterprises have investment projects or are contracted for construction works.

21. The two sides agreed to promote cooperation in education and training and higher education and connect training and research institutions of the two countries, as well as exchange expertise in the fields of education, teaching and academia.

22. The two sides will conduct cooperative research in the field of vaccines and exchange medical experts.
