From the idea of ​​developing the film industry

With its unique position and characteristics of nature, history and culture, Ninh Binh province wishes to develop the film industry and will strive to become one of the film centers of the country. This is a very big and new idea, and at the same time, it is consistent with Decision No. 218/QD-TTg dated March 4, 2024 of the Prime Minister on approving the Planning of Ninh Binh province, period 2021-2030, vision to 2050.

According to the above Decision, Ninh Binh's goal by 2030 is "to be a fairly developed province, a growth pole of the southern provinces of the Red River Delta, basically meeting the criteria of a centrally-governed city with the characteristics of a Millennium Heritage City, a creative city; one of the major centers, with high brand value in tourism, cultural industry, heritage economy of the whole country and Southeast Asia...".

To achieve that goal, Ninh Binh has identified tourism and cultural industry as the spearhead for future development strategies. In the cultural industry, the focus is on developing the film industry, which is the film studio and film works as a premise for other factors and to support tourism activities.

To realize this idea, recently, the leaders of Ninh Binh province had a meeting with the Vietnam Film Promotion and Development Association to consult on the development of the film industry. Someone once said that everything should start with an idea. With an idea, there will be dreams, aspirations and of course people will find a way to realize those dreams and aspirations.

With a province that mainly produces agriculture and has small, backward industrial production, who would dare to think that Ninh Binh will become a major automobile manufacturing center of the country? However, with determination and specific investment attraction policies, Ninh Binh has now turned the dream into reality with Hyundai Thanh Cong Automobile Group in Gian Khau Industrial Park...

More than 30 years ago, after the first days of re-establishment of the province (April 1992), the most optimistic person never thought that Ninh Binh would be the province that could balance its state budget revenue and expenditure and have it regulated by the Central Government. By 2022, Ninh Binh had done that. Or like the export turnover target, there were times when we wished that Ninh Binh would reach and surpass the 100 million USD/year mark. Up to now, in just the first 6 months of 2024, Ninh Binh has reached 1,694 million USD...

These achievements were not brought about by any miracle, but were the result of the efforts of the Party Committee, the Government and the People of Ninh Binh Province. Reality has proven that with ideas, determination, aspiration, and solidarity and unity of the entire political system, dreams can come true. Returning to the idea of ​​developing the film industry in Ninh Binh today, there are also similarities with the dreams of many cadres, party members and people of our province more than 30 years ago.

At this point, it is correct to say that Ninh Binh's film industry is zero, and it is also correct to say that Ninh Binh has had important initial premises for developing the film industry. Because many natural landscapes of Ninh Binh have been featured in famous domestic and international films. Films such as: The Quiet American (2002); The Two Daughters of the Medicinal Garden Owner (2006); The Hero's Destiny (2012); The Boat of Fate (2014); Tam Cam: The Untold Story (2016); Kong: Skull Island produced in 2017; The Mountain God's Error (2017); The Taste of Love (2021)... In particular, the 1992 French film "Indochina" filmed in Ninh Binh won the OSCAR award.

However, Ninh Binh is currently advocating the development of the film industry in difficult starting conditions (no human resources, no studio, no supporting facilities and equipment, etc.), but Ninh Binh has favorable factors and conditions for the development of the film industry. These are the spectacular and famous natural landscapes, glorious historical traditions and unique cultural values ​​with many tangible and intangible cultural heritages.

Ninh Binh is the land of ancient Vietnamese people from thousands of years ago. In the first 10 centuries AD, Ninh Binh always played the role of a political, economic and social center, making important contributions to the formation of the nation and people.

In particular, in 968, after defeating and subduing 12 warlords, Dinh Bo Linh ascended the throne as Emperor, chose Hoa Lu as the capital, named the country Dai Co Viet, opened a period of independence and autonomy after more than 1,000 years of foreign domination, creating an important milestone, opening the historical source of the country until today.

Historical figures and feats of arms in the process of founding the nation, establishing the capital, defeating the Song, pacifying the Champa, maintaining peace and expanding the Vietnamese territory of the Dinh, Tien Le, and Ly dynasties in Hoa Lu and Ninh Binh will be wonderful "materials" to be able to create hundreds of episodes of film works.

In its development strategy, Ninh Binh province has also identified the goal of restoring and recreating the ancient capital of Hoa Lu, both as a film studio and to serve tourism development. And the important thing is that the provincial leaders and the people of Ninh Binh have recognized the problem, have the aspiration and determination to develop the film industry in the tourism and cultural industry development strategy, creating a new direction for Ninh Binh.

Through consultation, the leaders and experts of the Vietnam Cinema Promotion Association supported and highly appreciated the idea and desire to develop the film industry of Ninh Binh province, and at the same time suggested many issues that need to be carried out in the coming time. The most important thing is that cadres, party members and people need to have the right awareness of the film industry, and at the same time the province must build specific mechanisms and policies. If there are specific, attractive and open mechanisms and policies, there will certainly be talented film crews, directors, scriptwriters... from the country and abroad coming to Ninh Binh to work with the locality to awaken the potential for developing the film industry.

Hoa Lu City - Ninh Binh will become one of the film centers of the country. This will be the place to organize the National Film Festival, Asian Film Festival and International Film Festival in the future. That could very soon become a reality from today's ideas. Every achievement starts from an idea. If you take the first step to realize the idea, no matter how far the road is, you will reach the destination. Only if you do not dare to think and do not go, you will never reach the destination.
