In his opening speech at the High-Level Discussion, Prime Minister Pham Minh Chinh said that for a sustainable green transformation with people at the center, the Discussion will be an opportunity for countries to exchange and build an action program based on three constructs: creating inclusive, fair green institutions, with the market as the center of regulation and resource allocation as the foundation; creating green economic capacity; creating a green international cooperation framework and multi-sectoral, multi-subject linkage.

To implement the above "3 creations", P4G cooperation will play a pioneering role, leading and paving the way for the process of testing new policies, methods of connecting resources, especially public-private cooperation, and support from developed countries to developing countries in the green transition process.
Prime Minister Pham Minh Chinh made a number of specific proposals to promote a sustainable and inclusive green transition. As a platform to promote public-private cooperation, connecting governments, businesses and socio-political organizations, P4G should continue to provide financial and technical support in the field of climate change prevention, developing solutions to mitigate impacts and respond to climate change.
The international community needs to join hands and make stronger efforts to realize the goals and commitments of sustainable green transformation, taking people as the center in the spirit of "what is said is done, what is committed is implemented, what is implemented is achieved with real, concrete results".
Developed countries need to promote their pioneering role in providing financial support, technology, and management experience to help developing and underdeveloped countries make green transitions and realize the Sustainable Development Goals; and ensure livelihoods for people. Cooperation models, public-private partnerships (PPPs), tripartite cooperation, South-South, North-South need to be promoted to create mechanisms and favorable conditions for people and businesses to invest in green transition and sustainable development projects.
Speaking in a recorded message sent to the Discussion Session, French President Emmanuel Macron highly appreciated the activities of P4G; Vietnam's proactiveness and positivity in sustainable development issues; and thanked Vietnam for its close coordination in implementing JETP, the Paris Consensus initiative for people and the planet.
The French Prime Minister reaffirmed the message that "no country should have to choose between fighting poverty and saving the planet", the goal of mobilizing the necessary financial resources through reforming multilateral mechanisms and mobilizing private finance; called on countries to support the 1982 United Nations Convention on the Law of the Sea and the Conservation and Sustainable Use of Marine Biodiversity in Areas Beyond National Jurisdiction (BBNJ).
Dutch Prime Minister Dick Schoof shared the geographical similarities and appreciated the long-standing cooperative relationship between Vietnam and the Netherlands, including in the green sector. The Dutch Prime Minister affirmed that determination, long-term vision, and public-private partnership are the keys to promoting both economic growth and sustainable development.
At the Discussion Session, delegates discussed the advantages and challenges to promote green transformation; shared development experiences, policy priorities; and solutions to promote green growth and sustainable development. Delegates emphasized that there are only 5 years left to implement the Sustainable Development Goals, but many goals are behind schedule or even reversed. In the context of increasingly serious climate change and complex natural disasters, green transformation with people at the center has become an essential path.
However, the uncertainties of the world situation can create many great challenges, especially for developing countries and vulnerable groups in society. In that context, the delegates all affirmed the importance of international cooperation; acknowledged the contribution of P4G in strengthening cooperation, mobilizing resources for green growth and sustainable development, especially highly appreciating Vietnam's organization of the P4G Summit at the present time.
Many opinions were shared about development experiences, efforts to implement commitments on greenhouse gas emission reduction, carbon neutrality; and proposed solutions to mobilize resources for green transformation, emission reduction such as credit guarantee mechanisms, green finance, public-private partnership, support for small and medium enterprises, power grid diversification, etc. At the Discussion Session, a number of partners also announced support for green transformation, in which Korea committed to continue providing financial support in 2025 for P4G projects, etc.
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the delegates' thoughtful and profound sharing, ideas and proposals.
The Prime Minister emphasized that green transformation and green growth are inevitable trends that cannot be reversed or delayed. The current context requires a "global, all-people, comprehensive" approach and the role of international solidarity and multilateralism. All efforts for green transformation and sustainable development need to be linked to people, for people, people-centered, and not sacrifice social and environmental progress in exchange for mere economic growth.
Believing that science and technology development and innovation must truly be the key to green transformation and digital transformation, the Prime Minister thanked and appreciated the contributions of the country and partners to the Discussion Session, thereby promoting partnerships and cooperation in exploiting resources to open up a green and sustainable future for all people.
On this occasion, the Prime Minister thanked the leaders of the countries for sending high-level delegations to attend the Conference, showing their support and contribution to the common development of the Earth and demonstrating their affection for Vietnam, for the green transformation process of a country emerging from war.
Through that, the Prime Ministers of friendly countries have helped Vietnam in the cause of national defense and Vietnam has identified its responsibility to the international community and its role as a good friend, an important partner and a responsible member of the international community.
