The interest rate applied by commercial banks in 2025 for outstanding loans to support housing under the VND30,000 billion package is 4.7%/year.
According to the recent Decision No. 2690 of the State Bank, the interest rates applied by commercial banks in 2025 for outstanding loans of housing support loans as prescribed in Circular No. 11/2013, Circular No. 32/2014 and Circular No. 25/2016, also known as the VND 30,000 billion loan package.
Accordingly, the interest rate applied by commercial banks in 2025 for outstanding loans for housing support as prescribed in Circular 11, Circular 32 and Circular 25 is 4.7%/year.
This Decision takes effect from January 1, 2025, replacing Decision No. 2303 on interest rates applied by commercial banks in 2024 for outstanding loans of housing support loans as prescribed in the above 3 circulars.
According to Decision 2303, the interest rate applied in 2024 is 4.8%/year.
Thus, 2025 will be the third consecutive year that interest rates on outstanding loans for housing support are adjusted downward.
Specifically, the interest rate will decrease by 0.1%/year compared to 2024 and decrease by 0.3%/year compared to 2023.
The specific interest rates for each year, from 2014, are as follows: Interest rates from 2014-2020 are 5%/year, 2021-2022 are 4.8%/year, 2023 are 5%/year, 2024 are 4.8%/year and 2025 are 4.7%/year.
According to regulations, the lending interest rate for the 30,000 billion package is announced annually by the State Bank. Periodically in December, the State Bank determines and re-announces the interest rate for the following year, which will be equal to about 50% of the average lending interest rate of banks in the market and not exceed 6% per year.
Customers who have signed loan contracts for the VND30,000 billion package but disbursements after 2016 (when the VND30,000 billion package has ended) will have to pay commercial interest rates according to the agreement with the banks.
