Banking University of Ho Chi Minh City has many violations

The banking inspection and supervision agency under the State Bank of Vietnam has just concluded its administrative inspection at Ho Chi Minh City Banking University.


In this conclusion, the inspection agency pointed out violations of Ho Chi Minh City University of Banking. Specifically, the school's tuition fees for the systems, forms, and training methods of the 2021-2022 and 2022-2023 school years (the tuition fees for 2 school years are equal) ensure the regulations in Decree 81/2021/ND-CP. However, the school has shortcomings in publicly posting information on master's training enrollment on the school's website, specifically the lack of part-time/on-demand training. The regulation on tuition fees for the regular master's training system of VND 22,050,000/year/student is not in accordance with the regulations in Clause 3, Article 11 of Decree 81; not in accordance with the school's tuition fees for the 2021-2022 and 2022-2023 school years.

Regarding the management of fees and tuition, the results of the inspection of the cash account detail book show that the school has not transferred tuition fees collected in cash to an account opened at the State Treasury or a commercial bank for management, which is not in accordance with regulations.

The results of the inspection of the 2022 deposit account details book also showed that for tuition fees collected by transfer to the accounts of Ho Chi Minh City Banking University at commercial banks, the school transferred tuition fees to the account opened at the State Treasury of District 1 in the amount of VND 27,299,116,500. However, according to the 2022 financial report, the school's total revenue was VND 384,641,277,743. Thus, according to the inspection conclusion, the school's transfer of tuition fees and charges to the account opened at the State Treasury of District 1 was not complete as prescribed.

The inspection conclusion also pointed out that the Banking University of Ho Chi Minh City leased public assets without bidding for canteens, laundry shops, supermarkets in dormitories, BTS stations, tennis courts, and student service areas. The inspection conclusion also pointed out a number of other problems related to the implementation of legal regulations in recruitment, planning, appointment, and use of cadres, civil servants, and workers...

From the violations stated in the conclusion, the banking inspection and supervision agency has recommended specific handling measures.
