Deputy Prime Minister Tran Luu Quang requested the Ministry of Industry and Trade to resubmit the project to transfer A0 from EVN to the Ministry under the enterprise model.

On June 21, the Government Office announced the conclusion of Deputy Prime Minister Tran Luu Quang at the meeting to transfer the National Power System Dispatch Center (A0) from EVN to the Ministry of Industry and Trade.

Accordingly, the Ministry of Industry and Trade is required to work with the State Capital Management Committee at Enterprises and ministries and branches to complete the project to transfer A0 to the Ministry of Industry and Trade in the form of a one-member limited liability company, and submit it to the Prime Minister in August.

A0 should operate under the enterprise model when transferred to the Ministry of Industry and Trade, which was also the suggestion of the Ministry of Home Affairs to the Prime Minister on June 18. According to the Ministry of Home Affairs, operating under the model of a one-member limited liability company will help A0 attract high-quality personnel, meet the requirements of the national power system dispatching task and be suitable for the price and fee management mechanism.

Currently, the National Power System Dispatch Center is a dependent accounting unit of EVN. The separation of A0 from EVN was stated in the Decision on restructuring the electricity industry in 2017 but has not been implemented.

Submitting to the Prime Minister last week, the Ministry of Industry and Trade proposed that A0 be a public service unit when transferred to this agency and requested a special financial mechanism to maintain the salary and allowances equivalent to the current levels of dispatching engineers, an average of 40 million VND per month.

In the concluding announcement, Deputy Prime Minister Tran Luu Quang noted that the Ministry of Industry and Trade should fully assess the impacts and problems that may arise, and solutions to safely and reliably operate the national power system and ensure energy security.

The Ministry of Industry and Trade directly and comprehensively supervises A0 to ensure optimal operation of the power system and sufficient electricity supply for production and business until the transfer of this center to the Ministry is completed.

A0 was established in 1994, operating the transmission and distribution of electricity to ensure the safe and stable operation of the power system. This unit is also responsible for operating power plants; exploiting and regulating reservoirs; and handling incidents in the 500 kV power system.
