On the morning of November 1, Minister of Culture, Sports and Tourism Nguyen Van Hung presented to the National Assembly a proposal on investment policy for the National Target Program on Cultural Development for the 2025-2030 period.

The Minister said that the program is implemented nationwide and in a number of countries that have long-standing cultural relations and long-term cultural interactions with Vietnam, and have a large number of Vietnamese people living, working and studying.

The program is implemented nationwide and at a number of Vietnamese cultural centers abroad.

The total resources mobilized to implement the program for the 2025-2030 period are expected to be 122,250 billion VND. The total resources mobilized to implement the program for the 2031-2035 period are expected to be 134,000 billion VND.

Minister Nguyen Van Hung said that through the review, the Government has balanced the capital sources for program development. Specifically, the total resources mobilized to implement the program in the 2025 - 2030 period are expected to be VND122,250 billion, including a minimum of VND77,000 billion from the central budget, about VND30,250 billion from the local budget, and about VND15,000 billion from other legally mobilized capital.

The program will be implemented over 11 years (from 2025 to 2035), divided into phases. In 2025, policies and systems of documents guiding the implementation of the program's tasks will be developed. The 2026-2030 phase will focus on solving the limitations and challenges. The 2031-2035 phase will continue to build and develop an advanced Vietnamese culture with strong national identity so that culture becomes an endogenous strength and a driving force for national development.

The program is designed with 10 components, including:

- Developing Vietnamese people with good personality and lifestyle.

- Building a healthy and civilized cultural environment; developing a synchronous and effective system of infrastructure, landscape and cultural institutions.

- Improve the effectiveness of information, propaganda and cultural education.

- Preserve and promote the values ​​of national cultural heritage.

- Promote the development of literature and art.

- Developing cultural industries.

- Promote digital transformation and application of scientific and technological achievements in the cultural field.

- Developing cultural human resources.

- International integration, absorbing the quintessence of human culture and spreading Vietnamese cultural values ​​to the world.

- Strengthen monitoring and evaluation of program implementation, improve program implementation capacity, and communicate and promote the program.

Presenting the program review report, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Committee agreed with the proposal to invest in and build a Vietnamese Cultural Center abroad because it is consistent with the policies and guidelines of the Party and State.

However, there are opinions suggesting that the Government should carefully consider the investment policy to build a number of Vietnamese Cultural Centers abroad, ensuring feasibility, efficiency, avoiding waste and being consistent with resources.

Regarding the budget for implementing the program, the Chairman of the Committee on Culture and Education said that the Committee basically agreed with the plan on the total investment and capital sources to implement the program. Adequate resource allocation is necessary to fully and effectively concretize the Party's viewpoints and policies on cultural development.

Some opinions say that the total investment of the program is very large, so it is necessary to carefully study and evaluate the scale, structure, ability to mobilize and arrange resources to implement the program to ensure feasibility, suitability with the response capacity of national resources, and effective use of the budget.
