Poverty eradication in mountainous areas
Currently, the Department of Labor, War Invalids and Social Affairs of Binh Dinh province is coordinating with localities to address shortages and promote sustainable poverty reduction.
In recent days, Ms. Dinh Thi Lieu's family in Ward 2, An Lao Town, An Lao District, Binh Dinh Province has been very happy because the level 4 house has just been completed. Ms. Lieu's family is a poor household. In early 2024, from the capital source of the sustainable poverty reduction target program, Ms. Dinh Thi Lieu's family received 50 million VND in support to build a house. From the amount of money supported by the State, her family has spent an additional 200 million VND in savings to build a spacious level 4 house.
According to Ms. Dinh Thi Lieu, with a new house, her family will expand livestock farming, increase income and escape poverty.
"The government supported cows, I was able to learn a trade and repair my house. The house was repaired thanks to the government, my family's savings and public support from my neighbors.
Previously, I was sent to study animal husbandry. In the near future, I will use the skills I learned in production to raise more pigs and cows to increase my family's income. My family is trying to escape poverty and not fall back into poverty," said Ms. Lieu.
An Lao is a mountainous district and the only poor district in Binh Dinh province. By the end of 2023, An Lao district still had 2,083 poor households, accounting for 21.69%. The People's Committee of An Lao district has deployed a poverty reduction plan, a plan to implement the national target program; and developed a poverty reduction plan for the period 2024 - 2025.
The district also assigned poverty reduction targets to each commune and town; promptly adjusted and supplemented appropriate poverty reduction targets. Since the beginning of the year, An Lao district has trained, coached, fostered vocational skills and introduced jobs to more than 1,000 local workers; supported labor export for 9 people from poor and near-poor households; supported 241 households to borrow preferential credit. Localities in An Lao district focus on implementing projects and disbursing the national target program for sustainable poverty reduction 2024.

Ms. Le Thi Thu Hang - Head of the Department of Labor, War Invalids and Social Affairs of An Lao district said that when reviewing poor households in each locality, they focus on the shortages and provide appropriate support.
"According to the sustainable poverty reduction program, the main support is community-based production. Once capital is available, the communes will consult with the people in that community about what they like to raise and what plants they like to plant before starting to develop the project and send it to the district People's Committee. The district will give its opinion and the commune will decide on the purchase through the form of purchasing from the people and purchasing through bidding according to the regulations for implementation," said Ms. Hang.
According to Ms. Hang, the funding from the sustainable poverty reduction source does not have a set support level, only the project support level, not how much support is given to each household. Through monitoring, the project supports buffaloes and cows to develop well and is suitable for the locality.
Poverty reduction cannot be achieved by resolutions and plans alone.
According to the leader of Binh Dinh Provincial People's Committee, the biggest problem in poverty reduction in the province is to create jobs and increase people's income. Departments, branches and localities need to focus on creating jobs on the spot, supporting community production and business, and chain production and business. In particular, it is necessary to closely review each problem of each household in each locality to have appropriate and timely support solutions. Mountainous districts are focusing on allocating land to poor and near-poor households to organize production and develop the economy.

Binh Dinh province currently has 27,160 poor and near-poor households. The main reasons for poor and near-poor households are that households do not have land, capital, tools, means of production, and lack labor and production knowledge. Binh Dinh province strives to have the poverty rate at 1.13% by the end of 2024, a decrease of 2% compared to 2023, bringing the province's poverty rate lower than the national average. Van Canh, Vinh Thanh and An Lao districts strive to have the poverty rate below 6% by 2025 and An Lao poor district escape poverty and extreme hardship.
According to Ms. Do Thi Dieu Hanh - Director of the Department of Labor, War Invalids and Social Affairs of Binh Dinh province, currently, on the basis of 3 national target programs and the capital of these 3 national target programs, departments and branches are also coordinating to implement support for the subjects. Through review, those who are sick, ill, and ill, if we leave them in poor households, they will still be poor.
"Therefore, the provincial Department of Labor, Invalids and Social Affairs is developing a policy for the Provincial People's Committee to submit to the Provincial People's Council for additional support to increase the living standards of the poor and help them escape poverty," said Ms. Hanh.

Mr. Le Kim Toan - Standing Deputy Secretary of Binh Dinh Provincial Party Committee said that the Department of Labor, War Invalids and Social Affairs of the province and districts, towns and cities must have specific solutions for sustainable poverty reduction. People who lack production in the last 6 months of 2024 and have not been granted land must be planned and land funds created. Poor households that have improved some criteria and accessed social services but have not improved their income criteria need to be moved from poor households to near-poor households.
According to Mr. Le Kim Toan, to raise income criteria for poor households, localities need to develop plans to support land, capital, knowledge, and work for many years through programs.
"If we implement poverty reduction work by developing plans and resolutions, we will always be poor. If we do not reduce poverty only by resolutions and plans. We need to review and re-examine, otherwise we will be shouting slogans from top to bottom, and the poor will still be poor. Striving to build Binh Dinh into a leading province in the Central region, the province's poverty rate must be lower than the average poverty rate of the whole country, that is reasonable," Mr. Le Kim Toan affirmed.
