Avoid 'beating around the bush'

Typically, recently, dozens of people in Ho Chi Minh City went to Binh Thuan, hanging banners and slogans demanding that the investor of the Aloha Beach Village project hand over the houses, or return the money because for several years they had paid money, but had not received the houses as promised.

In order to avoid causing frustration among home buyers, which could easily become a hot spot for security, order, and social safety, the Ham Thuan Nam District Police had to appear to restore order. However, the home buyers then went to the Binh Thuan Provincial People's Committee headquarters "to demand their houses". The Citizen Reception Office invited them back to listen to the people's opinions, so nothing happened.

According to our research, the Aloha Beach Village project has not yet handed over houses to buyers, while they have paid the investor up to 95% of the house value since 2017. This project is stuck and cannot hand over houses because of construction that is not in accordance with the approved design, and construction without a building permit (has been fined). Regarding land, the project is still stuck with land of people that has not been compensated, so it has not been built yet. The project has 2 phases, phase 2 of this project (converted to residential land) has not yet fulfilled its financial obligations to the state, so the land use purpose has not been changed and the certificate of ownership has not been issued.

Through our monitoring over the past time, besides projects that have been carried out in accordance with legal procedures, in Binh Thuan there are still real estate projects that have not been implemented in accordance with legal regulations, leaving many consequences for society, not just the Aloha Beach Village project. Projects like this not only affect buyers, but also "affect" local professional agencies due to the lack of uniformity and inconsistency in implementing public policies. In order for the real estate market in the area to "survive", Binh Thuan needs to immediately rectify, point out the responsible address for handling, and avoid "circling around".
