On the afternoon of March 27, at a press conference on socio-economic issues in Ho Chi Minh City, Mr. Nguyen Duc Lenh - Deputy Director of the State Bank of Vietnam, Region 2 Branch - informed about the implementation of preferential loan packages for young people under 35 years old to buy houses according to the Government's resolution.
Mr. Lenh said this is a very "correct and accurate" policy, with comprehensive meaning and creating conditions for young people to have a house and settle down.
Immediately after the Government issued the resolution, the State Bank of Vietnam issued a document to deploy for domestic credit institutions to register to participate in the program.
According to Mr. Lenh, domestic credit institutions are actively participating in this program.
Initial statistics show that BIDV Bank has a credit package of 4,000 billion VND, lending for a maximum of 40 years; SHB Bank has registered a package of 16,000 billion VND with a maximum lending period of 35 years.
Some other banks such as ACB and HDBank also offer loan packages from 30-35 years with interest rates of nearly 4-10%/year.
According to Mr. Lenh, the positive point is that the loan period of these credit packages is relatively long, reducing the pressure on loan repayment periods for young people. Besides, the loan interest rates of these packages are relatively low, from 3.99-9.99%/year.
"Credit institutions have introduced policies to provide maximum support regarding loan terms and interest rates," said Mr. Lenh.
By March 21, Ho Chi Minh City had disbursed 5.1% of public investment capital.
Also at the press conference, Mr. Pham Trung Kien - Deputy Director of the City Department of Finance - provided information on the disbursement results of the first quarter of 2025 of Ho Chi Minh City.
Mr. Kien said that the City People's Committee set a disbursement target of 10% in the first quarter of 2025, the lowest being 7.5%. However, by March 21, Ho Chi Minh City had disbursed 3,400 billion VND, reaching 4.1% of the total capital assigned by the Prime Minister to Ho Chi Minh City, which was 84,100 billion VND, and 5.1% of the total public investment capital assigned by Ho Chi Minh City in 2025, with a detailed allocation of 67,400 billion VND.
However, Mr. Kien said this is not the final result and the exact disbursement rate for the first quarter of 2025 will not be known until the end of March.
However, Mr. Kien said that compared to the same period last year, the disbursement results were more positive. In the first three months of 2025, Ho Chi Minh City disbursed 938 billion VND more than last year.
According to Mr. Kien, in January 2025, Ho Chi Minh City disbursed the remaining invoices and documents, the 2024 plan was 5,390 billion VND. Thus, if added to the 3,425 billion VND of the 2025 plan, Ho Chi Minh City has disbursed 8,819 billion VND.
"Achieving about 10% of the capital plan assigned by the Prime Minister to Ho Chi Minh City in 2025. This is a very positive number," he said.
Mr. Kien highly appreciated some localities that have done well in disbursement such as Hoc Mon district with 12%, District 4 with 12%, District 8 with 26%, Binh Tan district with 10%, and the Management Board of the High-Tech Agricultural Zone with 22%.
Meanwhile, some large boards have low disbursement results.
Regarding the cause, Mr. Kien said that it was due to the characteristics of investment expenditure compared to regular expenditure and because at the beginning of the year, agencies, units, and investors focused on implementing payment and settlement work for 2024.
In addition, many projects in December 2024 and January 2025 were disbursed by investors to contractors, so in the first months of 2025, although the projects are currently being promoted for construction off-site, there has not been any volume to disburse the 2025 plan.
There are also some other reasons such as the shortage and scarcity of sand for filling, some local projects have not yet handed over enough land in time, waiting for the city's general planning...
