Mong Cai City: Promoting disbursement of public investment capital at the end of the year

Like many other localities in the province, Mong Cai City's public investment disbursement rate in the first months of the year did not meet expectations. After many adjustments and supplements, up to now, Mong Cai City has a total public investment capital in 2024 of nearly 464 billion VND, including over 3 billion VND from the central budget, over 6.6 billion VND from the provincial budget, and the rest is from the city budget. Public investment capital in 2024 is allocated to 136 projects and works (68 transitional projects and works; 68 newly started projects and works).

Although public investment capital is identified as the driving force for socio-economic development, the source of capital to attract non-budgetary investment, however, due to difficulties in collecting land use fees, lengthy investment procedures, and entanglements in many sectors and fields, especially the recent heavy rains, the disbursement rate of public investment capital in Mong Cai City has been greatly affected.

According to the report of the Finance - Planning Department of Mong Cai City, by August 27, 2024, the city's public investment disbursement rate had only reached over 130 billion VND, equal to 28.2% of the capital plan, equal to 49.2% compared to the same period in 2023, higher than the average of the whole province.

Ms. Pham Thi Kim Thu, Deputy Head of the Finance - Planning Department of Mong Cai City, said: In addition to the difficulties and obstacles that often lead to low disbursement rates of public investment capital, in the first months of the year, investors focused on the volume of refunds according to the direction of the province, so there has not been much volume to make payments and disburse according to the capital plan allocated for 2024. Along with that, the city's budget capital is allocated according to the progress of land use fee collection. At the time of reporting, the land use fee revenue has not ensured the collection progress, leading to no public investment resources

To overcome the shortcomings and difficulties in disbursing public investment capital in 2024, Mong Cai City People's Committee is currently focusing on directing and urging specialized departments to continue to improve their responsibility in investment management; strictly implement the Law on Public Investment, the Law on Construction, the Law on Bidding and current documents on investment management. From there, regularly review and promptly detect difficulties and problems to make recommendations to competent authorities, and have timely solutions; strengthen strict control over the goals and efficiency of capital use, improve the quality of works and projects; ensure fairness, publicity, transparency, prevent and combat corruption and group interests; attach responsibility, evaluate the level of work completion, consider emulation of leaders with the progress of project implementation, works and effective capital disbursement.

At the same time, Mong Cai City People's Committee directed contractors to overcome difficulties, take advantage of favorable weather to concentrate human resources, machinery and construction equipment to carry out work on site, ensure the completion of projects on schedule, and put them into operation soon to promote investment efficiency.

Currently, at the construction sites of many transitional projects, contractors are taking advantage of favorable weather days, actively mobilizing technical equipment, machinery, workers, and arranging many construction teams of "3 shifts, 4 shifts" to speed up the completion of project items and works. Typically, at the construction site of the infrastructure of the resettlement area of Hai Hoa ward, taking advantage of favorable weather, the contractor has arranged many equipment, machinery, and human resources to organize asphalt paving of the road surface, ensuring the project is completed on schedule as approved. Up to now, the entire traffic infrastructure, electricity, and domestic water of the resettlement area has been completed, meeting the needs of resettled people.

It is known that currently, in addition to focusing on directing the acceleration of construction progress of projects and works, Mong Cai City People's Committee is also urging relevant departments and units to promptly complete procedures to start construction of new projects according to plan, especially the Hai Tien Primary School project, Hai Xuan Secondary School and 29 planning projects; at the same time, complete procedures and carry out payment settlement of projects and works when there is volume, absolutely not to delay until the end of the year.
