On the evening of April 8, Vo Thi Sau Ward (District 3, Ho Chi Minh City) held a ceremony to announce the resolution of the Ho Chi Minh City People's Council on the establishment, separation, merger, and renaming of neighborhoods (abbreviated as neighborhood arrangement) in the ward.
People close to the people
Mr. Pham Dang Nam, Chairman of the People's Committee of Vo Thi Sau Ward, said that 13 old neighborhoods were divided into 24 new neighborhoods, of which 5 neighborhoods kept their original boundaries. The ward agencies have removed and reorganized, and assigned positions in the new neighborhoods, including: Party cell secretary, neighborhood chief, front work committee head, women's association head, youth union secretary, neighborhood team leader, and neighborhood police officer. At the ceremony, positions in the 23 new neighborhoods received their decisions and were introduced to the community.

Vice Chairman of Ho Chi Minh City People's Council Pham Thanh Kien presented decisions to personnel participating in the new neighborhood in Vo Thi Sau Ward, District 3, on the evening of April 8.
Mr. Nguyen Van Ung (participating in residential group 132, residential group 2B since 1990) said that people working in the residential group do not work for money, because the allowance is not much. Previously, Mr. Ung was in the army, after being discharged from the army he returned to teach at the university. After more than 34 years of participating in the residential group, what Mr. Ung finds most useful is that he can connect with the community and live more responsibly towards society. People participating in the residential group, in addition to having the time, need to be dedicated, responsible, and knowledgeable about the law to explain to the people.
"People's work is just daily work, nothing major, so those involved must be close to the people," Mr. Ung shared and suggested that the locality train the neighborhood's operating methods, otherwise it is easy to go astray.
According to the resolution of the Ho Chi Minh City People's Council, District 3 will arrange 63 neighborhoods into 112 new neighborhoods. Ms. Nguyen Thanh Xuan, Secretary of the District 3 Party Committee, said that arranging neighborhoods contributes to improving the effectiveness of administrative management at the grassroots level, aiming to build neighborhoods close to the people, streamlining the ward apparatus. At the same time, this is also the first step for the arrangement of wards in the district in the period of 2023 - 2025, in accordance with reality and development trends.
Ms. Xuan informed that the residential group is the grassroots level, the first place to contact the people, the bridge between the people and the government. From the early days of the revolutionary government's establishment (April 30, 1975) to the present, the people participating in the residential group have directly propagated and mobilized the people to implement the policies of the Party and the State; they are the ones who always stand side by side, stick close to the locality, grasp the aspirations of the people. "Everyone works hard day and night, regardless of difficulties and hardships, silently contributing to the common development of the district. Although their circumstances are different, they all have in common a sense of responsibility for the people, and a deep attachment to the people," Ms. Xuan acknowledged.

Ms. Xuan suggested that the wards continue to widely disseminate information so that people understand the significance of arranging and publicizing administrative boundaries, and organize activities to connect the neighborhood management board with the people. At the same time, pay attention to guiding the neighborhoods to promptly resolve difficulties and problems arising in the process of performing tasks. In particular, there is a rotation mechanism in neighborhood activities in neighborhoods sharing headquarters, ensuring that it is suitable for the actual situation and tasks.
"In the process of establishing a new neighborhood, it is absolutely forbidden to affect people's lives, especially in handling administrative procedures and documents related to people," Ms. Xuan requested.
Rotating use of headquarters
In mid-March 2024, the Ho Chi Minh City People's Council passed a resolution to separate, merge, establish, and rename neighborhoods and hamlets in the area. Accordingly, Ho Chi Minh City reduced from 25,377 organizations under wards, communes, and towns to 4,861 neighborhoods and hamlets; including 3,654 neighborhoods and 1,207 hamlets. Each neighborhood has 500 households, and hamlets have 350 households. Each neighborhood and hamlet has 5 positions: Party cell secretary, head of the front work committee, head of the executive committee, secretary of the youth union branch, and head of the women's association branch. Through streamlining organizations under wards, Ho Chi Minh City reduced the number of participants from more than 64,000 to nearly 44,000.
Among the 22 districts and Thu Duc City, District 12 is the locality that held the ceremony to announce the resolution of the Ho Chi Minh City People's Council and launch the new neighborhood the earliest. The announcement ceremony was held simultaneously on April 1, the day the resolution of the Ho Chi Minh City People's Council took effect and also the 27th anniversary of the district's establishment (April 1, 1997). Accordingly, District 12 arranged 80 neighborhoods into 339 new neighborhoods. In each ward, the Ward Party Committee issued decisions to establish neighborhood party cells, appoint Party Committee personnel, Party cell secretaries, and deputy secretaries for the 2020-2025 term.
Similarly, positions such as the temporary head of the neighborhood executive committee, head of the front work committee, head of the women's association, and secretary of the youth union were also announced. The ward police chief announced the decision on the mobilization and assignment of local police in the new neighborhood. In addition, the remaining socio-political organizations and mass organizations of the neighborhoods also carried out the process of establishing branches and appointing participating personnel according to the regulations and instructions of the vertical sector.
Mr. Nguyen Minh Nhut, Chairman of Binh Tan District People's Committee, said that from 130 existing neighborhoods, 10 wards were divided into 366 neighborhoods. Up to now, the preparation work has been completed in terms of both personnel and workplaces. It is predicted that there will be initial confusion, the district will open training classes for neighborhoods to operate smoothly. "An agency with 1-2 new people can easily approach, but when rearranging neighborhoods, there are neighborhoods with all new people, so approaching and understanding the work is not easy," Mr. Nhut commented.
Regarding workplaces, Binh Tan District previously had 130 neighborhoods but only 112 neighborhoods had workplaces, so as the number of neighborhoods increased, workplaces became increasingly scarce, with even 7 neighborhoods having to share a location. Mr. Nhut said that in the short term, the neighborhoods will use the workplaces in rotation. In the long term, the district will have its own plan, finding suitable locations to build workplaces for the neighborhoods.
For densely populated areas, the issue of office space is the most difficult problem when dividing neighborhoods. In Binh Chanh District, Vinh Loc B Commune previously had 16 hamlets, but only 9 hamlets had operating offices, 7 hamlets had to rent houses with small areas. Therefore, when dividing into 71 new hamlets from April 1, this locality proposed to have a mechanism and policy to support office rental costs and ensure workplaces.
Gratitude to more than 64,000 people participating in neighborhood and hamlet activities
According to the plan to implement the resolution of the Ho Chi Minh City People's Council on establishing, separating, merging, and renaming neighborhoods and hamlets in Ho Chi Minh City, the announcement of the resolution will be held simultaneously in 312 wards, communes, and towns from April 1 to 15.
Thu Duc City and districts and towns selected 1 ward, commune and town as a pilot with the participation of the Standing Committee of the City Party Committee, the Standing Committee of the People's Council, the Standing Committee of the People's Committee and the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City. It is expected that Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen will attend in Hiep Binh Phuoc Ward (Thu Duc City), Permanent Deputy Secretary of the City Party Committee Nguyen Ho Hai will attend in Binh Chanh Commune (Binh Chanh District), Chairman of the Ho Chi Minh City People's Committee Phan Van Mai will attend in An Thoi Dong Commune (Can Gio District), Deputy Secretary of the City Party Committee Nguyen Phuoc Loc will attend in Ward 3 (District 4) and Ward 10 (District 6).
In addition, localities also carry out many activities to show gratitude and reward individuals. It is expected that Ho Chi Minh City will present gifts with letters of gratitude from the Chairman of the Ho Chi Minh City People's Committee to 64,309 individuals participating in activities of neighborhoods, hamlets, residential groups, and people's groups. Regarding rewards, the People's Committees of wards, communes, and towns will reward individuals who have participated in activities of neighborhoods, hamlets, residential groups, and people's groups for less than 10 years. The People's Committees of Thu Duc City, districts, and towns will reward those who have participated for 10-30 years, while the People's Committee of Ho Chi Minh City will reward those who have participated for 30 years or more.
