Ho Chi Minh City prioritizes staffing and recruiting preschool teachers

Ho Chi Minh City has guidelines on recruiting preschool teachers.

The Ho Chi Minh City People's Committee has sent an official dispatch to departments and branches on the implementation of the Conclusion Notice No. 173/TB-VPCP dated April 22, 2024 of Prime Minister Pham Minh Chinh at the meeting of the National Committee for Education and Training Innovation on "Innovation and development of preschool education to 2030, vision to 2045". This includes the policy on staffing and recruitment of preschool teachers.

Accordingly, the Ho Chi Minh City People's Committee assigned the Department of Education and Training to preside over and coordinate with relevant departments, branches and units, based on the functions and tasks of the sector, to proactively develop programs, plans and specify goals, tasks and solutions to continue to innovate and develop preschool education in the area. Continue to fully and effectively implement mechanisms, policies and tasks according to regulations of the city and the Government; incentive policies of the Party and State to attract resources and invest in developing preschool education in the locality.

The city has directed localities to prioritize the arrangement of staff and recruitment of preschool teachers according to regulations to ensure the safety of children and the quality of preschool education. At the same time, it has created conditions for teachers to participate in classes to improve their training in teacher ethics, meeting the 2019 Education Law.

Localities strengthen the management of preschools in the area, continue to promote digital transformation in preschool management, and effectively direct the implementation of innovative preschool programs. Continue to pay attention to the work of building schools that meet national standards; schools implement the high-quality program "advanced schools, international integration".

The Chairman of the City People's Committee requested the Department of Education and Training to coordinate with districts, towns, and Thu Duc City to review, research, and propose solutions to remove difficulties for preschool education and units in accordance with legal regulations and socio-economic conditions.

At the same time, the City assigned the People's Committees of districts, towns, and Thu Duc City to pay attention to arranging the public investment budget for the period 2026-2030 in accordance with the principles and criteria for arranging public investment capital and other resources to build, repair, and renovate temporary classrooms (if any). Prioritize funding for preschool education development, meet the requirements of mobilizing children to go to school and review the conditions to achieve the goal of universalizing preschool education for preschool children from 3-5 years old. Effectively use funding from national target programs to invest in innovation and development of preschool education.
