Planning 8 railway lines in the hub area
The Vietnam Railway Authority is seeking public comments on the mid-term report on the Planning of railway routes and stations in the Ho Chi Minh City hub area prepared by the consortium of Southern Transport Design Consulting Joint Stock Company (TEDI SOUTH) and the Transport Development Investment Consulting Center (CCTDI).
Accordingly, in the key area of Ho Chi Minh City, 8 railway routes will be planned, including: Trang Bom - Saigon (Hoa Hung) - Tan Kien; Bien Hoa - Vung Tau; Ho Chi Minh City - Loc Ninh; Ho Chi Minh City - Can Tho; North - South high speed (Thu Thiem - Long Thanh airport section); Thu Thiem - Long Thanh; Ho Chi Minh City - Tay Ninh; railway connecting Hiep Phuoc port, Long An port.
Regarding infrastructure, we will focus on investing in upgrading and renovating to ensure train safety and gradually bringing the existing Hanoi - Ho Chi Minh City railway line to the technical level in order to promote the key role of railway transport for passengers and goods; to be consistent with the approved railway network planning.

Research, invest, and start construction of new railway lines, railway stations, and major seaport connection routes to meet the requirements of railway transport capacity as well as the ability to exploit and connect railway lines in the hub area, creating the premise for gradually converting the functions of national railway lines in the inner city area such as: North-South high-speed railway line (Nha Trang - Ho Chi Minh City section); Bien Hoa - Vung Tau line connecting to Thi Vai and Cai Mep ports; Ho Chi Minh City - Can Tho line; Ho Chi Minh City - Loc Ninh line; Thu Thiem - Long Thanh line...
Vision to 2050, basically complete the railway network in the Ho Chi Minh City hub area to ensure connectivity, safety and efficiency between railway lines. At the same time, conveniently connect with other modes of transport and key economic centers in the Southern region as well as economic centers of the country.
Regarding infrastructure, complete upgrading and renovating the current North-South railway line in operation. Complete construction of new lines on the North-South and East-West corridors, connecting major seaports in Ho Chi Minh City, Ba Ria-Vung Tau, Dong Nai, and Long An.
7 main stations, separate freight and passenger train routes
In the planning, the Consultant proposed 5 central passenger stations/main stations. Of which, Saigon/Hoa Hung station is the central passenger station of the city, organizing radial passenger trains in the direction of An Binh - Binh Trieu - Saigon - Tan Kien stations in a "pendulum" style through the central station.
Saigon Station is also the central station for passenger trains: North - South (when the high-speed railway connects to the hub area via the Trang Bom - Hoa Hung railway or the Bien Hoa - Vung Tau railway), intermodal passenger trains, local (regional) passenger trains, and intra-suburban trains. There are no facilities for repairing and maintaining locomotives and wagons in the station area due to lack of land.
An Binh Station is the northern passenger terminal of the city; Binh Trieu Station is the pick-up and drop-off station for passengers; Tan Kien Station is the southern passenger terminal of the city.
The two main passenger stations, An Binh Station and Tan Kien Station, have locomotive and carriage repair and maintenance facilities located at both ends outside the central area and organize "pendulum" train operations through the central passenger station, Saigon/Hoa Hung Station, for inter-regional passenger trains, inter-city passenger trains, and intra-suburban passenger trains. In addition, Tan Kien Station is also the starting and ending station for high-speed railway trains on the North-South axis.
Thu Thiem Station is the eastern passenger station of the city, organizing the reception and farewell for passengers on the North-South high-speed railway.

For central/main freight stations, the Consultant proposes to plan An Binh station as a central station, setting up freight trains, passing through, cutting hooks and disbanding trains going in all directions for the entire railway network of the Ho Chi Minh City hub; at the same time, it is the main freight station of Ho Chi Minh City and Binh Duong province; oriented as a station with international transit functions.
Trang Bom Station is a freight station in the North of the hub area (including locomotive and freight wagon repair, preparation and maintenance facilities); is a freight transit station between narrow gauge and standard gauge railways, and is a station participating in multimodal transportation from Trang Bom ICD to Thi Vai - Vung Tau deep-water port cluster.
Tan Kien Station is a passenger and cargo station in the southern part of the hub area. This is the station where goods from the North, Tay Ninh, and Can Tho are transported before being distributed to the inner city areas of the city (via road transport) to serve the daily needs of the entire city.
Thanh Duc Station is a freight station for industrial parks in Ben Luc district and Long An province and is a rail connection station with the dedicated railway line to Hiep Phuoc port (Nha Be district, Ho Chi Minh City); Long An port (Can Giuoc district, Long An province).
Regarding transportation organization, the Consultant proposes that the organization of freight and passenger transportation in the focal area will be planned in a highly specialized direction, separating freight and passenger traffic: Freight transportation will approach in the direction of the belt, passenger transportation will approach in the direction of the center.
Specifically, freight trains entering the hub area will run along the belt railway (parallel to Belt Road 2 - Ho Chi Minh City - Can Tho route); connecting North - South high-speed railway freight trains to the Ho Chi Minh City railway hub area in the direction of connecting to Trang Bom station.
Passenger trains serving directly to the city's residents will be planned deep into the city center for convenient access for residents: Organizing high-speed North-South railway passenger trains connecting Thu Thiem station and Tan Kien station through the southern area of the city; Organizing intra-suburban passenger trains, inter-regional passenger trains/local trains, inter-city passenger trains through Saigon/Hoa Hung central station.
