Ho Chi Minh City discovers hundreds of officials and civil servants evading and lacking responsibility

Economic violations of about 98 billion VND and nearly 1,600 ^m2 of land

On August 31, the Ho Chi Minh City People's Committee sent a report to the Government Inspectorate on the results of inspections, checks, and supervision of public service activities from 2021 to June 2023. During this period, Ho Chi Minh City organized 462 public service inspections, 823 public service inspections, and 2,437 public service activity supervisions.

Through inspection, examination and supervision, Ho Chi Minh City discovered major violations such as: time for consulting and processing records not being ensured according to regulations; not doing a good job of consulting and proposing in implementing the law on receiving citizens, handling complaints and denunciations, and preventing corruption.

In addition, some units also have limitations and shortcomings in land management, construction order, urban order, environmental sanitation, financial revenue and expenditure management, budget, and administrative reform. Some cadres, civil servants, and public employees have not strictly complied with the internal rules and working regulations of the agency or unit.

Ho Chi Minh City discovered many shortcomings in land management and construction order through inspections and public service audits.

According to the report, economic violations discovered through public inspection and examination activities were about 98 billion VND and nearly 1,600 ^m2 of land; recommendations to recover 60.7 billion VND and nearly 1,600 ^m2 of land, and recommendations to handle other economic matters were 37.1 billion VND.

The inspection and examination agency also recommended administrative sanctions against 152 organizations and 899 individuals, of which 688 individuals were found to have avoided, lacked responsibility, and failed to properly perform their assigned duties and tasks. At the same time, it recommended transferring 6 cases to the investigation agency.

To date, Ho Chi Minh City has recovered more than 55 billion VND to the budget, administratively handled 104 organizations and 875 individuals, and transferred 6 cases to the investigation agency, of which 2 cases have been prosecuted.

Continue to strengthen discipline and administrative order

Ho Chi Minh City People's Committee affirmed that in recent times, it has seriously implemented the direction of the Government and the Prime Minister in rectifying the situation of evasion, shirking, and failure to properly and fully perform responsibilities in performing public duties.

Ho Chi Minh City People's Committee said it will strengthen administrative discipline.

Departments, branches and localities strengthen inspection, examination and supervision of public service activities of affiliated agencies and units to promptly detect, correct and handle violations by cadres, civil servants and public employees.

Listing some tasks in the coming time, the Ho Chi Minh City People's Committee emphasized that it will continue to strengthen discipline and administrative order; enhance the pioneering and exemplary role of heads of agencies and units in performing public duties.

Linking public service performance with quarterly and annual evaluation and classification of cadres, civil servants and public employees is one of the bases for considering staff arrangement, training and planning of management positions.

The city government will also focus on inspecting and examining a number of areas prone to negativity and "petty corruption" that people, businesses and the press often report, especially administrative procedures related to land and construction permits...
