On March 7, the Investigation Police Agency of Lam Dong Province prosecuted the case, prosecuted the accused and executed an order to temporarily detain Mr. Le Ngoc Sanh, former Vice Chairman of Cat Tien District People's Committee to investigate the act of "Lack of responsibility causing serious consequences".
The Lam Dong Provincial Police Department read the arrest warrant and searched the house of Mr. Le Ngoc Sanh - former Vice Chairman of Cat Tien District People's Committee.
Accordingly, the Investigation Agency of Lam Dong Provincial Police and the People's Procuracy at the same level executed a search warrant for Mr. Le Ngoc Sanh's private home to collect relevant documents and evidence to serve the investigation of the case.
The police also prosecuted and detained Mr. Huynh Tri, Director of the Cat Tien District Land Registration Office Branch (former Head of the Cat Tien District Department of Natural Resources and Environment) to investigate the same act.
Both Mr. Sanh and Mr. Tri were determined to be irresponsible, causing serious consequences related to the construction of the Tu Nghia Reservoir Project.
Initial information, Tu Nghia Reservoir Project was approved by Lam Dong Provincial People's Committee on November 28, 2008. The unit assigned as investor is Cat Tien District Public Works Management and Exploitation Center.
On August 29, 2011, Cat Tien District Public Works Management and Exploitation Center signed a contract with the Compensation, Site Clearance and Resettlement Board of Cat Tien District.
On December 26, 2011, Cat Tien District People's Committee issued a decision approving the compensation, support and resettlement plan (phase 1) implemented by the Site Clearance Board with Mr. Le Hai Nhi as Director, Ms. Dinh Thi Quynh Giao as Deputy Director and Nguyen Quyet Thang as employee.
The Tu Nghia reservoir project had violations that led to Mr. Sanh and Mr. Huynh Tri being prosecuted and temporarily detained.
In 2012, after the Cat Tien District Land Clearance Board committed violations and was prosecuted, the Cat Tien District People's Committee established a Compensation and Land Clearance Council for Tu Nghia Lake (Phase 2) chaired by Mr. Le Ngoc Sanh - Vice Chairman of the Cat Tien District People's Committee; Mr. Huynh Tri, Head of the District Department of Natural Resources and Environment, as Vice Chairman of the Council to continue implementing this Project.
During the process of determining land prices for compensation, Mr. Le Ngoc Sanh and the Council committed violations, compensated people incorrectly and caused damage to the State of about 500 million VND.
