Summary of 10 years of implementing Decree No. 06/2014/ND-CP of the Government

This morning, November 5, Quang Tri Provincial Police held a conference to summarize 10 years of implementing Decree No. 06/2014/ND-CP dated January 21, 2014 of the Government on measures to mobilize the masses to protect national security, maintain social order and safety (Decree No. 06) and commend typical advanced members of veteran associations, farmers, and women in the movement of all people to protect national security (ANTQ), period 2019 - 2024. In recent times, the Provincial Police have closely followed the contents of Decree No. 06, proactively advised the Provincial Party Committee and the Provincial People's Committee to issue resolutions, directives, programs and plans to effectively implement the movement of the entire people to protect national security; at the same time directed, guided, inspected and urged the police of units and localities to do a good job of advising the Party committees and grassroots authorities on the content of measures to mobilize the masses to protect national security, maintain social order and safety, build a movement of the entire people to protect national security, fight against crimes and social evils.

Propaganda and mobilization work for the masses to participate in protecting security and order is widely organized and deployed by police forces at all levels to cadres, workers, civil servants and people.

Thereby, creating a positive change in awareness and responsibility of cadres, party members, union members, association members and people, contributing significantly to the cause of protecting national security, maintaining social order and safety, effectively serving socio-economic development in the new situation.

According to statistics, the province currently has 43 models of people protecting national security in the direction of self-defense, self-management, self-protection, and self-reconciliation regarding security and order, with 883 operating points in communes, wards, towns, agencies, enterprises, and educational institutions, attracting the participation and support of the masses. In particular, the Ministry of Public Security has announced 3 models for nationwide replication and implementation.

Over the past 10 years, the people have provided over 14,500 sources of information, including over 9,500 valuable pieces of information, helping the police force effectively combat crimes and social evils. The authorities have mobilized the people to hand over over 113 military weapons, 140 primitive weapons, 12,767 bullets, warheads, bombs, bomb shells, grenades of all kinds, 1,244 support tools and hundreds of homemade guns, other dangerous toys...

In addition to the achieved results, the work of propagating and mobilizing people to participate in maintaining security and order is still slow to innovate and lacks creativity, leading to the low effectiveness of the movement in some places. The content, quality and effectiveness of some models of mobilizing people to participate in self-defense, self-management, self-protection and self-reconciliation regarding security and order are still limited; the core force in some places is still lacking and weak, not meeting the requirements...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Nam acknowledged and commended the achievements of the police force, the Fatherland Front, associations, agencies and units in 10 years of implementing Decree No. 06 of the Government and 5 years of coordinating the work of building a movement for the whole people to protect national security.

To continue to arouse and promote the responsibility of the majority of people in the cause of protecting national security and maintaining social order and safety, it is recommended that the police force continue to focus on the work of grasping the situation and analyzing and forecasting.

From there, it is necessary to do a good job of advising Party committees and authorities at all levels in propaganda and ideological education so that the masses clearly understand the requirements of the task of protecting national security and ensuring social order and safety in the new situation.

Continue to build a clean and strong People's Public Security force with firm political will, good moral qualities and lifestyle, promoting its core role in protecting national security and maintaining social order and safety.

Associations need to innovate the content and methods of mass mobilization in organizing the mass movement to protect national security.

Continue to effectively implement programs, plans, and coordination regulations to build a people's security posture, associated with a solid people's hearts posture, promoting the combined strength of the entire political system and the great national unity bloc.

Link the mass movement to protect national security with the implementation of campaigns and patriotic emulation movements launched by associations and sectors at all levels.

Regularly review and summarize, replicate good models and creative ways of doing things; promptly encourage and reward collectives and individuals with outstanding achievements in implementing the movement of the whole people participating in protecting national security.

In particular, it is necessary to pay attention to the role of village elders, village chiefs, and prestigious people in the community to do a good job of mobilizing, propagating, and preventing crime in residential areas.

On this occasion, the Central Committee for Mass Mobilization awarded the "For the Cause of Mass Mobilization" medal to 4 individuals in the provincial police force for their many contributions to the Party's mass mobilization work.

The Provincial People's Committee, the Provincial Police, the Provincial Veterans Association, and the Provincial Women's Union awarded certificates of merit to many collectives and individuals with outstanding achievements in implementing the movement of the whole people to protect national security in the period of 2019 - 2024.
