According to the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development), due to the impact of storm No. 3 and the floods after the storm, localities have counted some damages as of 9:00 a.m. on September 11, 2024, with 201 people dead or missing (of which 143 people died, 58 people were missing).

The Red River water level is rising.

Specifically in some localities: Cao Bang: 52 people in Nguyen Binh district (29 dead, 23 missing); Lao Cai: 66 people (45 dead, 21 missing). Yen Bai: 40 people due to landslides (37 dead, 3 missing). Quang Ninh: 13 dead (12 due to storm; 1 person swept away by flood). Hai Phong: 2 people died due to storm. Hai Duong: 1 person died due to storm. Hanoi: 1 person died due to storm. Hoa Binh: 5 people died due to landslide. Lang Son: 3 people died due to flood, landslide. Bac Giang: 1 person died due to flood. Tuyen Quang: 3 people due to flood (2 dead, 1 missing). Ha Giang: 2 people (1 dead; 1 missing). Lai Chau: 1 person died due to landslide. Vinh Phuc: 2 people (1 dead, 1 missing due to capsized boat). Phu Tho: 9 people (8 people missing in Phong Chau bridge collapse; 1 person died in landslide).

According to the National Center for Hydro-Meteorological Forecasting, in the next 12 hours, the flood on the Thao River in Yen Bai will continue to decrease but still above alert level 3; in Phu Tho it will decrease below alert level 2, the flood on the Lo River in Tuyen Quang and Vu Quang will decrease to alert level 3, the flood on the Cau River will continue to increase and stay above alert level 3; the flood on the Thuong River will change slowly to stay above alert level 3, the flood on the Luc Nam River will decrease slowly but still above alert level 2, the flood on the Thai Binh River will continue to rise to alert level 3; the flood on the Hoang Long River will change slowly to stay above alert level 3; the flood on the Red River in Hanoi is likely to peak at noon on September 11, above alert level 2 and below alert level 3.

In the next 12 - 24 hours, flood on Thao River in Yen Bai will continue to decrease to alert level 2; flood on Phu Tho will decrease to alert level 1; flood on Lo River in Tuyen Quang and Vu Quang will decrease to alert level 2; flood on Cau River in Dap Cau will change slowly to above alert level 3; flood on Thuong River will change slowly to above alert level 3; flood on Luc Nam River will change slowly to above alert level 2; flood on Thai Binh River will change slowly to above alert level 3; flood on Hoang Long River will decrease slowly to alert level 3; flood on Red River in Hanoi will decrease slowly and below alert level 2.

Warning, in the next 12 to 24 hours, the water level at downstream stations of the Red River - Thai Binh river system will rise to alert level 3 and above alert level 3. Rising flood water levels will cause flooding in low-lying areas along the river, alluvial areas outside the main dike, causing the riverside dikes to overflow, and landslides to seriously affect vulnerable locations in the dike system, embankments, and riverside works in the provinces of Hanoi, Ha Nam, Nam Dinh, Hai Duong, Hung Yen, Thai Binh, and Ninh Binh. There is a high risk of flooding in low-lying areas along the river in the provinces of Lang Son, Cao Bang, Lao Cai, Yen Bai, Phu Tho, Bac Giang, Bac Kan, Thai Nguyen, and Hoa Binh; flash floods and landslides on steep slopes in the mountainous areas of the North.

Floods on rivers and streams cause flooding in low-lying areas along rivers, encroachment of river banks, many areas of floating flats in the middle of the river are deeply flooded, affecting waterway traffic, aquaculture, agricultural production and socio-economic activities, especially in the lower reaches of the Red River - Thai Binh River.
