Implementing the inter-reservoir operation process in the Red River basin and the Prime Minister's direction, on June 24, the National Steering Committee for Natural Disaster Prevention and Control issued a telegram requesting the Director of Hoa Binh Hydropower Company to open a bottom spillway gate of Hoa Binh reservoir at 10:00 p.m. the same day.

The dispatch of the National Steering Committee for Natural Disaster Prevention and Control stated that at 3:00 p.m. on June 24, the upstream water level of Hoa Binh Lake was at 111.53 m, the inflow to the lake was 2,941 m3/s, and the discharge was 2,123 m3/s.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of June 24 to the morning of June 26, the Northern region will have moderate rain, heavy rain, and in some places very heavy rain with common rainfall from 50-120mm, in some places over 200mm.
The National Steering Committee for Natural Disaster Prevention and Control requested the Hoa Binh Hydropower Plant to release flood water at 10:00 p.m. on June 24. At the same time, the organization must closely monitor the development of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir, and promptly report to the National Steering Committee for Natural Disaster Prevention and Control and relevant agencies as prescribed.
To ensure the safety of people and property when Hoa Binh reservoir discharges floodwaters, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control requests the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of downstream provinces and cities to immediately notify authorities at all levels, people, organizations operating on the river, along the river; aquaculture facilities, water transport vehicles; and ferry terminals.
In addition, review and ensure safety of construction works; production and business activities, sand and gravel exploitation activities know information to proactively take preventive measures.
