
Welcoming Prime Minister Pedro Sánchez and the Spanish high-ranking delegation on an official visit to Vietnam, General Secretary To Lam affirmed that Vietnam wishes to deepen cooperation in all aspects with Spain, an important member and gateway of the European Union; emphasized the significance of the first visit to Vietnam by the head of the Spanish Government since the two countries established diplomatic relations and believed that the visit would create momentum to bring the Vietnam-Spain “Strategic Partnership towards the Future” to a new height, for the prosperity and interests of the people of the two countries, for peace, cooperation and development in the region and the world.
The Spanish Prime Minister congratulated Vietnam on the 50th anniversary of the liberation of the South and national reunification, expressing his impression of Vietnam's current development achievements. Agreeing with the General Secretary's assessment of the extremely positive developments in the current bilateral relationship, the Spanish Prime Minister expressed his appreciation for Vietnam's role and position in the region and the world, as well as in Spain's foreign policy; affirmed that Spain is ready to be a bridge to further promote Vietnam - EU relations and emphasized the desire to upgrade the bilateral relationship to a Comprehensive Strategic Partnership.

General Secretary To Lam shared the Spanish Prime Minister's assessment of the current world economic situation, affirming that Vietnam pursues a policy of self-reliance, overcoming difficulties through market diversification with regions around the world such as the EU, Africa... promoting the development and application of science and technology, enhancing trade exchanges with traditional partners and friends, including Spain.
The Spanish Prime Minister emphasized the similarities and complementarities between the two dynamic economies of the region; affirmed that Spain will lobby EU countries to soon ratify the Vietnam – EU Investment Protection Agreement (EVIPA); and suggested that Vietnam send a delegation to Spain to exchange and learn experiences in order to lobby the EC to soon remove the “IUU” yellow card for Vietnamese seafood.
The two sides agreed to strengthen cooperation in the fields of defense - security, agriculture, education - training... and expand cooperation to potential areas such as innovation, artificial intelligence, semiconductors, digital transformation... General Secretary To Lam emphasized the need to strengthen cooperation in the fields of science and technology, transportation - transport, areas of strength of Spain and Vietnam; cultural and tourism cooperation between the two countries has great potential, especially the increasing number of Spanish tourists to Vietnam.
As the country with the second-largest high-speed railway system in the world, the Spanish Prime Minister shared that Spanish businesses want to participate in infrastructure and railway projects to contribute to the modernization and dynamic development in Vietnam.

On this occasion, General Secretary To Lam thanked and asked the Spanish Government to continue creating favorable conditions for the Vietnamese community to stabilize their lives and integrate well to make practical contributions to the socio-economic development of the host country and the traditional friendship between the two countries.
On the multilateral level, the Spanish Prime Minister highly appreciated Vietnam's efforts to contribute to solving global issues and welcomed Vietnam's hosting of the Partnership for Green Growth (P4G) Summit in April 2025, affirming that Spain will have a representative to attend the Summit.
The two sides stressed that Vietnam and Spain need to continue to coordinate closely at multilateral forums and international organizations, promote multilateralism and the rule of international law to address regional and global challenges, especially in the context of rapid and complex changes in the world, including the East Sea issue.
