
Hanoi has completed 8/8 criteria.
According to Decision No. 321/QD-TTg of the Prime Minister, provinces and centrally-run cities wishing to complete the task of building new rural areas in the 2021-2025 period need to meet 8 requirements, detailed regulations attached to the decision.
Director of Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that up to now, the city has completed 8/8 criteria as stipulated in Decision No. 321. Specifically, the city has 100% of districts meeting new rural standards; 100% of towns have completed the task of building new rural areas.
Regarding the criterion of "At least 20% of districts meeting advanced new rural standards" (corresponding to 4 districts), up to now, Hanoi has had 5 districts recognized by the Prime Minister as meeting advanced new rural standards, including: Thanh Tri, Gia Lam, Hoai Duc, Dong Anh and Thanh Oai.
According to statistics, Hanoi currently has 229/382 communes (60% of the total number of communes) meeting advanced new rural standards, ensuring the criterion of "At least 40% of communes meeting advanced new rural standards" according to Decision No. 321 of the Prime Minister.
With the New Rural Development Project approved by the Hanoi People's Council in Resolution No. 33/NQ-HDND dated December 6, 2023, the City has also ensured the criterion of "Having a new rural development project for the whole province and city in the period of 2021 - 2025 approved by the People's Council of the province and centrally-run city".

In addition to the above 5 criteria, the review results so far show that Hanoi also meets 3 other criteria stipulated in Decision No. 321: "At least 70% of the kilometers of district roads, provincial roads, and national highways in the area are planted with trees along the route"; "The land for public green space in the area is at least 4 m2/person"; "The people's satisfaction index with the service of State administrative agencies reaches 80% or more".
According to Vice Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City Dang Thi Phuong Hoa, recently, the unit has deployed to collect opinions from people in 124 communes in 18/18 districts and towns on the results of new rural construction in Hanoi City. The total number of households in 124 communes whose opinions were collected was 136,885 households (reaching 75.12% of the total number of households).
Through the synthesis of votes, the vast majority of households agreed and were satisfied with the results of new rural construction in Hanoi. In particular, the results from questions 1 to 8 showed that people's satisfaction reached from 98.8% to 99.75%, and question 9 alone reached 99.66%.
Providing more information at the conference, a representative of the Hanoi Department of Agriculture and Environment said that in the process of implementing the National Target Program on New Rural Development, the city has annually developed specific plans, balanced capital sources and conditions for implementation, and not left outstanding debts in basic construction in new rural development.
Many outstanding results
At the conference, 40/40 members of the Steering Committee for National Target Programs of Hanoi City voted to propose consideration and recognition of Hanoi City as completing the task of building new rural areas in 2024. Based on the vote counting results, Hanoi is qualified to submit to the competent authority for consideration and recognition as "The city completing the task of building new rural areas in 2024".

Speaking at the conference, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen said that from 2021 to now, Hanoi has implemented new rural construction in a difficult context, especially the severe impact of the Covid-19 pandemic and natural disasters. However, with the determination and great efforts of the entire political system and all classes of people, the city has still achieved many outstanding results.
From 2021 to now, the city has developed 11 more new rural districts, including 5 advanced new rural districts and 1 Thuong Tin district is proposing for consideration and recognition. In addition, there are 200 communes meeting advanced new rural standards and 109 model new rural communes.
The structure of the agricultural sector has shifted positively. The total value of agricultural, forestry and fishery production in 2024 alone will reach VND 66,373 billion, an increase of 12.35% compared to 2023. Agricultural, forestry and fishery exports will exceed 2 billion USD, of which agricultural and food products will reach 1.463 billion USD (an increase of 33.8% compared to 2023).
Along with the results of new rural construction, people's lives have also been constantly improved. The average income per capita in rural areas in Hanoi is currently about 75 million VND/person/year. The whole city now has no poor households.
In the coming time, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested the standing agency and departments, branches and sectors to focus on coordinating to complete documents and evidence; clarify outstanding results in new rural construction of Hanoi, especially in the period of 2021 - 2025, and promptly submit to competent authorities for consideration and recognition of "The city completing the new rural task in 2024".
Also on the morning of April 18, members of the Steering Committee for National Target Programs of Hanoi conducted a vote. Based on the results of new rural construction in Thuong Tin district and the regulations of the Central Government, 100% of members agreed that Thuong Tin district is qualified to submit to the competent authority for consideration and recognition as a "District meeting advanced new rural standards in 2024".
