The Ethnic Council surveyed the implementation of the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas in Lak District, Dak Lak

Lak district is located in the southeast of Dak Lak province, about 52km from Buon Ma Thuot city, with a natural area of ​​over 125,600 hectares. The whole district has over 81,000 people, of which ethnic minorities account for over 65%. Although it has been removed from the list of poor districts, the socio-economic life of ethnic minorities still has many difficulties, the rate of poor households in ethnic minority areas accounts for over 90.9% of the total number of poor households in the district.

At the meeting, the representative of Lak district's leadership reported that after nearly 4 years of implementing the Program, the socio-economic situation in the area has had many positive changes. The poverty rate in ethnic minority areas has decreased by an average of 5.73%; the average income per capita by the end of 2024 will reach 38 million VND/person/year, an increase of 1.26 times compared to 2021. Essential infrastructure serving production and people's lives has been invested synchronously, the material and spiritual life of the people has been improved.

The leadership apparatus from the district to the grassroots level has been consolidated and operates in a disciplined manner. Decentralization and delegation of authority have been implemented in a way that enhances responsibility for the grassroots level, creating initiative in implementing program contents.

However, the implementation of the Program also revealed many difficulties and problems. Coordination between levels and sectors is sometimes not synchronized; the delimitation of regions according to development level is causing problems when administrative units merge.

By the end of 2024, the disbursement rate of the program capital had only reached 46% of the total plan. Some projects and sub-projects encountered difficulties in implementation, especially in terms of production support, career conversion, development of medicinal plant growing areas, and improvement of human resource quality.

Speaking at the survey, members of the Working Group acknowledged the efforts of Lak district in implementing the Program.

Vice Chairwoman of the Ethnic Council Cao Thi Xuan highly appreciated the district's report for providing a lot of authentic information, reflecting quite fully the implementation of the program; suggested that the district evaluate more frankly the actual effectiveness of the projects and sub-projects; clearly point out inappropriate contents, avoiding generalities and formalities. At the same time, it is necessary to clearly identify the most urgent issues at present to focus investment resources in the next phase.

The goal of the Program is to solve the most pressing problems of ethnic minority areas, improving the material and spiritual life of the people. However, the implementation is still scattered, the achieved results are not commensurate with the investment resources. The district needs to boldly propose adjustments, focus on key investments, and prioritize solving practical needs such as residential land, production land, housing, livelihoods, and essential infrastructure, Vice Chairwoman of the Ethnic Council Cao Thi Xuan stated.

Speaking at the meeting, Vice Chairman of the Ethnic Council Nguyen Lam Thanh - Head of the survey delegation, acknowledged and highly appreciated the sense of responsibility of Lak district. At the same time, he requested the district to continue to promote the disbursement of program capital, overcome existing problems and obstacles; proactively propose to perfect mechanisms and policies for the next phase. The Vice Chairman of the Ethnic Council also emphasized the orientation of integrating national target programs, perfecting the new rural criteria system suitable for ethnic minority areas, strengthening decentralization, promoting the proactive role of commune-level authorities.

With the attention and support of central and local agencies, along with the initiative and efforts of the Party Committee, government and people of all ethnic groups in the area, Lak district is expected to continue to promote the achieved results, gradually improve the lives of ethnic minorities, and promote sustainable socio-economic development.
