In his opening speech, Chairman of the Economic and Financial Committee Phan Van Mai stated that, according to the schedule of the 9th Session of the National Assembly and the 44th Session of the National Assembly Standing Committee, up to this point, the Economic and Financial Committee has been assigned to preside over 26 contents.

Of these, there are 8 draft laws submitted to the National Assembly for consideration and approval at the 9th Session, including 3 draft laws that were commented on by the National Assembly at the 8th Session and 5 draft laws approved under the one-session process; 4 draft resolutions of normative nature; 9 draft resolutions on important issues in the fields of economics, finance, and budget; 2 contents reported to the National Assembly; 3 contents under the authority of the National Assembly Standing Committee. In addition, some other contents may arise...
At the first plenary session, the Economic and Financial Committee discussed and gave direct opinions on 9 contents; the Standing Committee of the Committee will receive opinions at the meeting to complete the reports to submit to the Standing Committee of the National Assembly and the National Assembly for consideration. Chairman of the Committee Phan Van Mai asked the delegates to promote a sense of responsibility, focus their intelligence, and frankly contribute their opinions on the contents of the meeting.
Briefly presenting the Supplementary Assessment Report on the results of the implementation of the 2024 Socio-Economic Development Plan; the implementation of the 2025 Socio-Economic Development Plan, Deputy Minister of Finance Do Thanh Trung said that the socio-economic situation of our country in 2024 continued to achieve many important results; completed all 15/15 main targets (of which 12 targets were exceeded); the comments and assessments closely followed and showed consistency with the results reported to the National Assembly at the 8th Session and the 9th Extraordinary Session in early 2025.

In general, the socio-economic situation has recovered quickly and clearly, with each month being more positive than the previous month and each quarter being higher than the previous quarter. The results of the implementation of the 2024 socio-economic development plan after additional assessment have had many more positive changes such as: GDP growth rate reached 7.09% (reported estimate reached 6.8-7%).
In 2025, based on the socio-economic situation in the first 3 months of the year and the work that has been implemented, it can be summarized into 8 outstanding results: the work of reviewing and perfecting institutions and laws continues to receive attention and focused direction; growth is promoted, the macro economy is stable, inflation is controlled, major balances are ensured, GDP in the first quarter is estimated to increase by 6.93% over the same period; the revolution in arranging and streamlining the organization and apparatus is resolutely implemented, closely following the direction and requirements of the Central Committee and the Politburo; continuing to prioritize resource allocation, direction, urging, and timely removal of obstacles to complete key infrastructure projects in 2025; human resource development, science and technology, innovation and digital transformation continue to be promoted; The fields of culture, society, social security, health, public health care, sports, tourism, information and propaganda... are focused on and concerned.

Along with that, the progress of planning implementation was accelerated, regional connectivity and regional economic development continued to be promoted; political stability, independence and national sovereignty were maintained, national defense and security potential was enhanced, social security, order and safety were ensured, foreign affairs and international integration, especially high-level foreign affairs, were proactively, comprehensively and effectively implemented.
One of the key solutions in the coming time is to focus on building, ensuring the progress and quality of projects under the Law and Ordinance Development Program in 2025, especially the Law projects and draft Resolutions submitted to the National Assembly at the 9th Session. Strengthening the cutting and reduction of administrative procedures to limit inconvenience, save costs for people and businesses, and improve the investment and business environment.
By 2025, reduce more than 30% of administrative procedure processing time; abolish more than 30% of unnecessary business conditions; reduce more than 30% of legal compliance costs; all procedures related to enterprises are performed online, smoothly, seamlessly and effectively, ensuring transparency, minimizing paperwork; 100% of administrative procedures are performed regardless of administrative boundaries within the province.

Giving opinions at the meeting, members of the Economic and Financial Committee basically agreed with the Government's assessment of supplementing the results of the implementation of the 2024 Socio-Economic Development Plan and the implementation of the 2025 Socio-Economic Development Plan.
There are suggestions that in the Government's management, there should be solutions to control inflation in line with the growth target and stabilize the macro economy; pay attention to carefully assessing the impact of implementing price management of State-priced goods, prices of public services according to the market roadmap, especially the costs people pay for education and health services.
It is expected that many businesses will face many difficulties in the coming time. Some delegates said that it is extremely necessary to consider and implement expansionary fiscal policies along with timely and practical support measures for businesses facing difficulties. On the other hand, the competition in the commodity market is extremely fierce, so strengthening the management of import activities and strictly controlling product labels has become an urgent requirement, requiring authorities to have effective and timely solutions.

The Economic and Financial Committee's opinions agreed to issue a Resolution replacing Resolution 35/2021/QH15 on specific policies for the development of Hai Phong City and found that the basic dossier had sufficient political, legal and practical bases.
However, the establishment of a new generation Free Trade Zone in Hai Phong is a big issue, not only economic in nature but also related to national defense, security, order and social safety.

Therefore, it is necessary to clarify the impacts on economic growth, budget, and society; regional spread; risk management mechanisms, and monitoring mechanisms to ensure openness while maintaining financial safety, economic security, and social order; supplement the periodic monitoring system; and the responsibilities of relevant individuals and organizations in implementation.
To create conditions for science, technology, innovation to develop and increase labor productivity, delegates said that it is necessary to pay attention to solutions to promote the demand of businesses and organizations using science and technology products. The policies in the draft Resolution need to be more breakthrough in promoting venture capital funds and innovation activities.
