During his State visit to China, on the afternoon of August 19, at the Diaoyutai State Guesthouse in Beijing, General Secretary and President To Lam met with Chinese Premier Li Qiang.
Premier Li Qiang expressed his respect and forever remembered the great contributions of the late General Secretary Nguyen Phu Trong to the relationship between the two Parties and two countries.
Prime Minister Li Qiang warmly welcomed General Secretary and President To Lam on his first state visit to China, which was also his first foreign visit in his new position; he said that this demonstrated the importance and top priority of the Vietnamese Party and State for the Vietnam-China relationship; he believed that the important visit of General Secretary and President To Lam would add strong momentum, promoting the Vietnam-China Comprehensive Strategic Cooperative Partnership and the Vietnam-China Community of Shared Future to enter a new stage of development, achieving more substantial results.
Prime Minister Li Qiang affirmed that China always considers relations with Vietnam a priority direction in China's neighborly diplomacy; the Chinese Party and Government consistently support Vietnam in comprehensively promoting the Doi Moi process, accelerating the country's industrialization and modernization, and soon successfully building socialism suitable to Vietnam's conditions.

General Secretary and President To Lam emphasized that this State visit to China aims to inherit and continue the high regard of the Party, State of Vietnam, generations of Vietnamese leaders, including the late General Secretary Nguyen Phu Trong, for the Vietnam-China relationship; affirming that Vietnam always considers developing friendly neighborly relations and comprehensive cooperation with China as a consistent policy, strategic choice, and top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification; will continue to consolidate and promote the important achievements and common perceptions of the two sides' senior leaders on elevating the Comprehensive Strategic Cooperative Partnership and building a Vietnam-China Community of Shared Future of strategic significance.
General Secretary and President To Lam warmly congratulated China on its great achievements in reform and opening up, successfully implementing the first 100-year goal, completing more than 300 comprehensive reform measures at the 3rd Plenum of the 18th Central Committee, and successfully organizing the 3rd Plenum of the 20th Central Committee.
In an atmosphere of friendship, openness and trust, General Secretary and President To Lam and Premier Li Qiang reviewed the outstanding achievements in bilateral cooperation in recent times; expressed their joy and agreed that the relationship between the two Parties and countries has made historic progress, reaching the deepest, most comprehensive and substantial level ever, with many important achievements: political trust has been consolidated, the level of relations has been raised; high-level and all-level exchanges and contacts have been maintained regularly; trade cooperation has grown strongly; China's investment in Vietnam has increased sharply; tourism cooperation has recovered strongly; cooperation between localities and people-to-people exchanges have taken place vigorously...
The two sides believe that the potential for cooperation between the two countries is still very large; agreed to make joint efforts to further promote political trust and economic trust, effectively build a "Community of Shared Future of Strategic Significance," bringing bilateral relations to a new stage of development in the direction of "6 more"; maintain regular high-level and all-level contacts, promote exchanges and cooperation through the Party, Government, National Assembly/National People's Congress, Fatherland Front/CPPCC of the two countries; expand cooperation in key areas such as diplomacy, defense, and security; promote substantive cooperation to achieve even greater results; promote local cooperation and people-to-people exchanges, well organize activities to celebrate the 75th anniversary of the establishment of Vietnam-China diplomatic relations, consolidate a solid social foundation, create new momentum for the development of Vietnam-China relations; maintain close coordination, cooperation and mutual support in multilateral mechanisms and forums.
General Secretary and President To Lam welcomed China's participation in the cooperation project of building three standard gauge railway lines connecting Vietnam and China, as well as cooperation in the Vientiane-Vung Ang railway line and urban railway in Hanoi; proposed that China continue to open its market to high-quality agricultural products of Vietnam, creating conditions for Vietnam to soon establish the Vietnamese Consulate General in Chongqing and large-scale Trade Promotion Offices in China; promote large-scale, high-quality, modern technology investment projects in Vietnam, representing China's development level; soon pilot smart border gates; promptly resolve stuck projects, promote research and cooperation in the field of payment in local currency; promote cooperation in science and technology, innovation, green transformation, digital transformation, and high-tech agriculture.

General Secretary and President To Lam also hoped that the two sides would promote cooperation in the fields of education, culture, and tourism, especially promoting tourism cooperation to recover as before the COVID-19 pandemic; and effectively implement cooperation in disaster prevention, mitigation, relief, and emergency response.
Expressing agreement and appreciation for the important opinions of General Secretary and President To Lam, Prime Minister Li Cuong said that the two countries need to persist in the cooperative and win-win development layout; expressed willingness to maintain high-level and all-level exchanges, promote the role of the Steering Committee for Bilateral Cooperation in promoting the development of bilateral relations in the direction of "6 more", strengthen railway transport connections between Vietnam and Europe via China, promote the feasibility study of the Lao Cai-Hanoi-Hai Phong railway, plan the Dong Dang-Hanoi, Mong Cai-Ha Long-Hai Phong railways; create favorable conditions for Vietnam to increase the export of high-quality agricultural and aquatic products, seasonal fruits to China.
Prime Minister Li Qiang suggested that the two sides continue to strengthen neighborly and friendly relations, promote people-to-people exchanges and youth exchanges between the two countries; implement livelihood projects and cooperation in vocational education and training, promote the role of the Vietnam-China Friendship Palace; emphasize the need to adhere to genuine multilateralism and open regionalism, and stand ready to enhance cooperation at multilateral forums.
The two sides also discussed international and regional issues of mutual concern, agreed to jointly control and properly handle disagreements, maintain peace and stability at sea, and strengthen a favorable environment for the development of each country.
General Secretary and President To Lam suggested that the two sides strictly implement the high-level common perception and the "Agreement on basic principles guiding the settlement of Vietnam-China maritime issues;" respect international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), respect each other's legitimate rights and interests; effectively promote negotiation mechanisms on maritime issues; properly handle the issue of fishing vessels; well control the situation at sea, maintain the stable and positive development momentum of bilateral relations and peace and stability in the region./.
