Attending the conference were Deputy General Director of the Vietnam Bank for Social Policies Huynh Van Thuan, the Board of Directors, and 121 delegates who are officers and employees of the entire branch.



Ms. Vo Thi Minh Thao, Director of the Provincial Social Policy Bank, delivered the opening speech at the conference.
In the period of 2020-2025, the Provincial Branch of the Vietnam Bank for Social Policies has proactively followed the direction of the General Director of the Vietnam Bank for Social Policies, the Provincial Party Committee, and the Provincial People's Committee to implement policy credit activities, promptly disbursing capital to serve production and business of poor households, near-poor households and other policy beneficiaries. Up to now, the total policy credit capital has reached VND 5,502 billion, an increase of VND 2,777 billion compared to the end of 2019. Of which, the central capital is VND 4,823 billion; mobilized capital from organizations and individuals is VND 710 billion; entrusted capital from the local budget is VND 678 billion, an increase of VND 613 billion (9.4 times higher) compared to 2019, accounting for 12.35% of the total capital. The branch is implementing 13 credit programs, with total outstanding loans as of February 28, 2025 reaching VND 5,491 billion, an increase of VND 2,773 billion, an increase of 102% compared to the end of 2019, with 119,095 borrowers with outstanding loans.
Over the past 5 years, emulation movements at the unit have been vibrant, with rich and practical content, promoting the role of mass organizations. The branch has launched 49 emulation movements with many diverse forms, creating a widespread emulation atmosphere. As a result, 26 groups and 120 typical advanced individuals have been honored at the branch level, the VBSP system and the banking system. The entire branch has 45 initiatives and one scientific research topic recognized, contributing to improving operational efficiency.
The conference also launched the emulation movement for the period 2025-2030 with the theme: "The Social Policy Bank of Binh Thuan province promotes the tradition of Solidarity - Discipline - Dedication - Responsibility, striving to excellently complete the assigned political tasks for the period 2025-2030".

Rewarding groups and individuals at the system and branch levels
On this occasion, the General Director of the People's Credit Fund presented certificates of merit to 2 collectives and 28 individuals; the Director of the People's Credit Fund's provincial branch also presented certificates of merit and commended 12 collectives and 22 typical advanced individuals.

Speaking at the conference, Deputy General Director of the VBSP Huynh Van Thuan emphasized: To ensure the sustainable development of the VBSP, it is necessary to continue to consolidate resources, ensuring that 100% of poor households and other policy beneficiaries who have needs and meet the conditions can borrow capital. In the period of 2025-2030, units in the VBSP system must continue to make efforts and strive to compete to excellently complete assigned tasks, meeting the development requirements of social policy credit in the new situation. At the same time, units need to well implement Directive 39-CT/TW of the Secretariat on improving the effectiveness of social policy credit, closely coordinate with local authorities and socio-political organizations entrusted to improve credit quality. Training and coaching for officials, unions, and the Management Board of Savings and Loan Groups also need to be promoted, in order to improve the capacity to implement policy credit. Besides, promoting and disseminating typical collective and individual examples in implementing social policy credit is an important task, contributing to creating motivation for emulation and excellent completion of tasks in the new period...
