The Chairman of the Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with agencies, units and localities to publicly inform cadres, civil servants and public employees for information and implementation; at the same time, continue to monitor, synthesize the situation and advise the Provincial People's Committee on appropriate training and development plans after completing the organizational arrangement.

Assign the Department of Finance and the Department of Agriculture and Environment to coordinate with relevant departments and branches to carry out procedures to adjust training and development costs for cadres, civil servants and public employees in 2025 in accordance with regulations.

Previously, based on the allocated budget, the Department of Home Affairs advised the Provincial People's Committee to issue Plan No. 333 on training and fostering cadres, civil servants and public employees of Binh Thuan province in 2025. Based on the training and fostering plan of the Provincial People's Committee, the Department of Home Affairs coordinated with training facilities to carry out procedures for organizing training courses for cadres, civil servants and public employees at the provincial, district and commune levels, including: Carrying out bidding procedures for training courses with a package price of no more than 300 million VND; carrying out bidding procedures in the form of competitive bidding for training courses with a package price of over 300 million VND. Cooperating with training facilities to develop content, curriculum and programs for organizing training courses. Notifying agencies, units and localities of the need to organize training courses to send cadres, civil servants and public employees to attend training courses. In addition, the Provincial People's Committee issued Decision No. 213 on the allocation of the State budget capital estimate for 2025 to implement the National Target Program on New Rural Development in the province. Based on the allocated funding source, the Department of Home Affairs has drafted a plan to advise the Provincial People's Committee to issue a Plan to train commune officials and civil servants and to inspect and evaluate the implementation of the National Target Program on New Rural Development in Binh Thuan province in 2025.

However, currently implementing the Central Government's policy on merging provinces, not organizing district levels, and reorganizing commune-level administrative units, cadres, civil servants, and public employees of agencies, units, and localities are urgently carrying out urgent tasks to ensure the progress assigned by the province and the Central Government. In addition, the implementation of merging provinces, not organizing district levels, and reorganizing commune-level administrative units has led to a decrease in the number of cadres, civil servants, and public employees of agencies, units, and localities. This leads to the fact that the organization of classes will not ensure efficiency and quality due to the insufficient number of cadres, civil servants, and public employees at district and commune levels registering to attend training classes. Furthermore, during the implementation phase of arranging and merging administrative units, the training of cadres, civil servants, and public employees needs to be reoriented to suit the new apparatus after the merger, avoiding the situation of training and development that is not suitable for the new job position. Suspending training and refresher courses at the present time is necessary to ensure effective use of resources, avoid budget waste and focus on the process of organizing the apparatus according to the direction of the Central Government.

Therefore, the Department of Home Affairs has submitted to the Provincial People's Committee for consideration and agreement to stop organizing training courses for cadres, civil servants and public employees until the province merger is completed, the district level is abolished, and commune-level administrative units are reorganized.
