Spain's sports court has opened proceedings against the head of the Spanish football federation for "serious misconduct".
In addition, the body will decide whether Mr. Rubiales is involved in two crimes: "abuse of power" and "damaging the reputation of Spanish sports at a sporting event." If so, the National Sports Council (CSD) will suspend Mr. Rubiales during the investigation, which could be longer than the 90-day suspension imposed by FIFA.
Mr Rubiales issued a defiant statement after receiving the TAD notice, saying the public was carrying out a "personal massacre" of "misguided feminists".
The Spanish sports court has filed a lawsuit against Mr Rubiales.
The president of the Spanish Football Federation (SFF) has insisted that he did not force a kiss on female player Jenni Hermoso and that it was consensual. However, the Spanish player said that she did not agree to the kiss and was the victim of rape.
During the extraordinary congress of the Spanish Football Federation last Friday, Mr. Rubiales repeatedly refused to resign. Immediately after that statement, many people in the football world protested against him.
All of Spain's World Cup players have said they will not return to the national team if Rubiales remains in charge. A total of 81 Spanish female players - through the country's professional players' association - have boycotted the national team, refusing to accept the call-up.
Recently, FIFA President Gianni Infantino wrote: " This should never have happened. But it happened and the FIFA disciplinary body understands its responsibility. They have taken the necessary actions. The disciplinary procedure will continue to be carried out in due course in the coming days.

We should continue to focus on further supporting women and women's football in the future, both on and off the pitch.
