Binh Duong province directs to return to students

On October 22, at a press conference on the socio-economic, defense and security situation in the first 9 months of 2024, Dr. Nguyen Quoc Cuong, Chairman of the Council of Thu Dau Mot University (term 2023-2028) informed about the illegal collection of 37 billion VND.

According to Mr. Cuong, the People's Committee of Binh Duong province has directed the school to return the difference to students. Currently, the school's leaders are focusing on reviewing student data and coordinating with relevant units to handle the matter as soon as possible.

The school will also try to handle it harmoniously, following the correct procedures, ensuring the rights of students.

Previously, after 2022, the State Audit conducted an audit of Thu Dau Mot University's operations and concluded that the school's collection of tuition fees for practical credits by a coefficient of 1.5 compared to theoretical credits to offset training costs was not in accordance with regulations.

In addition, to improve the quality of training, when teaching practice, the school must divide the class size from 20 - 25 students/class, while the standard size according to the regulations of the Ministry of Education and Training is 40 students/class and this size is only suitable for theory; at the same time, teaching practice requires the consumption of practice materials.

The auditor did not agree with the understanding and collection of coefficients for practice credits as the school implemented, so the school was required to refund this collection to students or pay it to the state budget.

After the Audit conclusion on December 22, 2022, the school reviewed, evaluated and issued solutions to implement the audit conclusion according to the refund plan for students.

However, after reviewing, it was found that in the 2020-2021 school year, the students had graduated. In addition, the school provides multidisciplinary training and each training program and each subject has a different ratio of theoretical and practical credits, so calculating the refund amount for each student is difficult and not on schedule according to the audit conclusion.

Therefore, the school has paid the state budget according to the audit conclusion to ensure the correct schedule (must implement the audit conclusion before March 31, 2023).

After the incident, Thu Dau Mot University organized a review of the collection of tuition fees exceeding the prescribed ceiling for regular university, continuing education, master's and doctoral programs in the two academic years 2020-2021 and 2021-2022; and issued an official dispatch reporting the results.
