Combination implementing key transport projects

According to the report, in the two years 2023 - 2024, Ho Chi Minh City and Binh Duong province have coordinated to complete 05/11 contents of the cooperation plan. The remaining 06/11 contents have been partially completed and are continuing to be implemented. Some key coordination contents being implemented include: Coordinating the implementation of component projects of Ho Chi Minh City Ring Road 3 and Ring Road 4; studying investment in extending urban railway line No. 1 to Binh Duong; coordinating construction material sources to supply for component projects of the Ho Chi Minh City Ring Road 3 construction investment project; implementing the project to increase clearance of Binh Trieu 1 bridge, Binh Phuoc 1 bridge on the Saigon River...

Overview of the working session

Regarding the coordination of implementing the component projects of Ring Road 3, the People's Committee of Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An have coordinated to implement the basic component projects to meet the progress as directed by the Government. Up to now, about 575/603 hectares (95%) have been recovered. At the same time, the component projects are focusing on accelerating the construction progress, striving to complete and put into operation in 2026.

Based on the direction of the Prime Minister, the People's Committee of Ho Chi Minh City has held many meetings with the Ministry of Transport and the People's Committees of the provinces (Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau) on preparing the Pre-Feasibility Study Report (NFS) of the Ho Chi Minh City Ring Road 4 project; has completed the Pre-Feasibility Study Report of the overall project of Ho Chi Minh City Ring Road 4 to submit to the Prime Minister and the Ministry of Planning and Investment. Currently, the Prime Minister has established a State Appraisal Council to appraise the Pre-Feasibility Study Report of the Ho Chi Minh City Ring Road 4 construction investment project.

Representatives of the Ho Chi Minh City Department of Transport briefly reported on the coordination between the two localities regarding traffic connection projects.

In 2025, the city will coordinate with the provinces (Binh Duong, Dong Nai) to advise on the establishment of a Joint Working Group on investment in urban railway lines in Binh Duong and Dong Nai provinces to connect with urban railway line No. 1, Ben Thanh - Suoi Tien route; establish a Master Plan for investment in urban railway lines in Binh Duong and Dong Nai provinces to connect with urban railway line No. 1, Ben Thanh - Suoi Tien route; submit to the People's Committees of the localities for approval to coordinate and direct implementation.

Complete the Technical Research Report of Ho Chi Minh City Ring Road 4 project, submit it to the competent authority for approval of the project investment policy and issue specific mechanisms and policies. At the same time, accelerate the project implementation progress after the competent authority approves the investment policy.

Focus on removing obstacles and speeding up the implementation progress of Ring Road 3 component projects to ensure basic completion by 2025 and put the project into operation from 2026.

Coordinate the investment and construction of the road connecting Go Dua intersection to Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway.

Continue to speed up the implementation of the project to increase the clearance of Binh Trieu 1 bridge and Binh Phuoc 1 bridge on the Saigon river.

Coordinate research and connect urban railway lines No. 1 (Ben Thanh - Suoi Tien), No. 3 of Ho Chi Minh City with urban railway lines of Binh Duong province according to the plan.

Create spillover, open up cooperation opportunities, attract investment

At the meeting, the two localities agreed on the tasks that need to be focused on in 2025. In particular, focusing on investing in key and arterial roads to strengthen regional connectivity, creating spillover effects; developing a synchronous and modern transportation system; promptly resolving congestion on arterial roads, opening up many opportunities for cooperation and attracting investment in the region. Special attention is paid to implementing a number of orientations in investing in the transportation system in the coming period (especially connecting Ho Chi Minh City and international seaports and airports). Ensuring sand sources for roadbed construction for key projects in the Southeast region and the country; in particular, regularly working with the People's Committees of Vinh Long, Tien Giang, Ben Tre provinces and related localities to promptly resolve mining licensing procedures according to the direction of the Prime Minister.

Continue to review the gateway projects connecting road traffic between Binh Duong and Ho Chi Minh City. In particular, focus on reviewing and coordinating the implementation of projects connecting DT.743 - Ring Road 2 (the road leading to Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Duong province); the road along the Saigon River; Vinh Phu bridge connecting LKV11 (Thuan An) with Vo Thi Thua road; investing in Song Than overpass intersection; upgrading and expanding An Binh road connecting Pham Van Dong road; investing in completing Tan Van intersection at the southern gateway of the province connecting Ho Chi Minh City and Dong Nai province.

Proposing cooperation in training and improving the quality of training and teaching of universities in the area to realize the "Project to develop Binh Duong province into a regional and national center for education - training and vocational education".

Research and cooperate to develop projects in the health sector such as: Building a project to establish a final-level general hospital in Binh Duong province and supporting the allocation of capital for the project from the Central Budget, at the same time supporting human resources to ensure implementation and operation when the project is put into operation; building new facilities 2 of the Central Hospital (in Ho Chi Minh City) to form satellite hospitals in Binh Duong province to share the pressure of medical examination and treatment, improving the quality of health care for the whole population.

Continue to study the establishment of a Southeast region infrastructure development fund to coordinate activities to synchronously develop socio-economic infrastructure, prioritizing the transport infrastructure system of the entire region.

Construction of Tan Van intersection is considered the most difficult and complicated in the entire Ring Road 3 of Ho Chi Minh City.

The representative of the Ho Chi Minh City Department of Transport said that, after reviewing, the data on traffic volume through Tan Van intersection of the Ring Road 3 project up to now has not changed compared to the time of establishing the investment policy of the Project. During the process of establishing and submitting the investment policy of the Project, the appropriate scale was calculated and selected based on the traffic volume forecast, transportation demand, standards and regulations, and was appraised by specialized agencies of the Ministry of Transport and the People's Committee of Binh Duong province approved the component project in accordance with the investment policy of the Project approved by the National Assembly.

According to the assessment of consulting units, by 2026, when the projects of Ho Chi Minh City Ring Road 3, Ben Luc - Long Thanh Expressway, Bien Hoa - Vung Tau Expressway are put into operation, traffic volume through Tan Van Interchange will be reallocated in a direction that is forecast to decrease (especially the direction from Dong Nai Bridge to Tan Van - My Phuoc).

In the current stage, investors and consultants should prioritize carefully reviewing project design documents, assessing the level and scope of influence of investment items in the divergence stage that may cause difficulties when implementing the construction of the Tan Van Interchange completion stage to organize appropriate design adjustments and overcome existing problems.

Mr. Tran Hung Viet - Director of the Traffic Construction Investment Management Board of Binh Duong province proposed solutions to speed up the progress of the Ring Road 3 project in Ho Chi Minh City.

Mr. Tran Hung Viet - Director of the Traffic Construction Investment Management Board of Binh Duong province said that for the Tan Van intersection component project of the Ho Chi Minh City Ring Road 3 project, the Board will coordinate with units and localities to soon relocate the water pipeline to implement the project. Propose that the People's Committee of Ho Chi Minh City and Binh Duong province unify the coordinates, scale, and connection of the component projects; divide the investment tasks so that localities can proactively implement them.

Speaking at the meeting, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong affirmed that strengthening the connection between localities in the Southeast region is extremely necessary in the current period. He said that strategic infrastructure projects, especially the Ring Road 4 project, need to be focused on submitting to competent authorities for investment decisions, then immediately implemented.

Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong agreed with the proposals of Binh Duong province on researching and developing Metro lines 2 and 3 connecting Ho Chi Minh City.

For projects that have been and are being implemented such as the Ring Road 3 project, Ho Chi Minh City recommends that Binh Duong speed up progress and complete them on schedule.

Regarding railway transport development, Ho Chi Minh City supports the extension of Metro Line 1 through Binh Duong and Dong Nai provinces.

The Vice Chairman of the Ho Chi Minh City People's Committee said that the city will also propose a mechanism for the Regional Infrastructure Development Fund based on Resolution 98. In addition, the city will soon complete a preliminary plan on human resource training for the Region and send it to localities for comments. In addition, he also suggested that Binh Duong pay attention to tourism linkages to attract more tourists, especially foreign tourists.

Based on the opinions of the Working Group, Chairman of the Provincial People's Committee Vo Van Minh welcomed the efforts between the departments and branches of the two localities in resolving issues arising during the cooperation process; at the same time, he said that the province is focusing on investing in key and arterial roads to enhance regional connectivity, create spillover effects, develop a synchronous and modern transportation system, promptly resolve traffic congestion on arterial roads, and open up many opportunities for cooperation and investment attraction in the region.
