Ho Chi Minh City informs about the situation of "herding" children and elderly people to beg
On the afternoon of October 17, at a regular press conference on the socio-economic situation of Ho Chi Minh City, a representative of the Department of Labor, War Invalids and Social Affairs informed about the situation of "herding" children and elderly people to beg in the city.
According to Mr. Tran Quoc Dung - Deputy Head of the Social Protection Department, Department of Labor - Invalids and Social Affairs of Ho Chi Minh City, recently due to the difficult economic situation, there have been times and places where people have wandered around and begged, often gathering in areas near religious establishments, bus stations, gas and oil businesses, traditional markets, intersections... Or dealing with the authorities by pretending to sell lottery tickets, cotton swabs, ballpoint pens, chewing gum...
According to the department, in the first 9 months of 2024, the units under the department received more than 1,300 children, beggars and other people in need of urgent protection. Among them were 83 children, 190 elderly people, 884 people with disabilities or people of working age; there were 157 Cambodians (including 91 children).
Ho Chi Minh City Police said they have directed police units and localities to focus on reviewing, verifying and handling cases of suspected "herding" activities; creating a management list for cases of suspected "herding" and are currently continuing to organize verification and clarification for handling in accordance with regulations.
In the process of handling the subjects who “herd” the beggars, the authorities also encountered difficulties because these subjects were relatives, even the biological parents of the children. The authorities are coordinating to check the areas with a large population of Cambodians such as the railway housing area (Ward 1, District 3); the boarding house area on Nguyen Van Luong Street (Ward 10, District 6), the boarding house area on National Highway 1A (Tan Tao Ward, Binh Tan District)...
Thereby, the number of Cambodians living on the streets and begging were discovered and brought to the Social Support Center for management during the time of handover to the Cambodian diplomatic agency to return to the country or to execute the penalty decision.
