On the afternoon of February 20, the Ho Chi Minh City People's Committee held an online conference to review 2 years of implementing the Project "Developing applications of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030" (Project 06). Core work in building digital government

Reporting at the conference, Major General Tran Duc Tai, Deputy Director of Ho Chi Minh City Police, said that after nearly 2 years of implementing Project 06 in the city, units have fully recognized their roles, responsibilities, and specific tasks in implementing Project 06 of the Government, thereby having a strong "transformation" in the entire political system to effectively implement assigned tasks.

According to Major General Tran Duc Tai, Ho Chi Minh City Police, as the standing agency of the Steering Committee for the implementation of Project 06 of Ho Chi Minh City, has actively organized and strictly implemented the direction and guidance of the central ministries and branches; proactively and promptly advised many documents to the City Party Committee and the People's Committee of Ho Chi Minh City; resolutely deployed solutions to clean up citizen data; established many mobile working groups to go to people's homes to collect citizen identification cards (CCCD), electronic identification (ED) to serve the work of simplifying administrative procedures related to residence management, reducing the types of documents needed to carry out administrative procedures (AP), minimizing costs and travel time of citizens...

“HCMC has identified Project 06 as one of the core tasks to build a digital government, digital economy, digital society, creating favorable conditions for the development of Vietnamese digital technology enterprises. This is the foundation and driving force to help the city complete the programs and plans set forth by the City Party Committee. This is also an opportunity to clearly see the lessons learned and remaining problems to focus on solving them in order to better implement Project 06 in the coming period,” Vice Chairman of the HCMC People's Committee Duong Anh Duc said at the conference.

Recently, many pilot models of Project 06 serving digital transformation have been implemented in Ho Chi Minh City. Up to now, the City has effectively implemented 17/35 models, of which, some models have been effective when implemented in practice, such as the model "Implementing accommodation software for accommodation businesses and hospitals (ASM)"; the model "Cashless payment", implemented by the Department of Education and Training, the Department of Health for cashless payment in 100% of schools; the model "Medical examination and treatment using electronic chip CCCD cards and VNeID application"; "Issuing digital signatures to citizens on VNeID application"...

To develop digital citizens, the issuance of CCCD and mobile phone numbers plays a very important role. In the past two years, Ho Chi Minh City has directed the police to mobilize maximum forces, establish mobile teams to go to communes, citizens' homes or medical facilities... to collect CCCD and mobile phone number applications; at the same time, mobilize the participation of sectors and levels to strengthen coordination with the police force in collecting CCCD applications and activating mobile phone number accounts. To date, the whole city has collected 7,677,777 applications for CCCD cards with chips and 5,570,696/5,454,179 level 2 mobile phone number accounts (reaching 102.1% of the set target).

At the same time, from the implementation of Project 06, Ho Chi Minh City has completed the connection and sharing of the National Population Database (NDB) with the City's Electronic One-Stop Information System and cleaned up and enriched the National Population Database to serve the direction and administration. Up to now, the progress of digitizing the results of handling administrative procedures on the Ho Chi Minh City's administrative procedure handling information system has reached 95.89%; 276 partially online public services and 464 fully online public services have been provided smoothly on the City's Administrative Procedure Information System.

Continue to remove difficulties

At the conference, giving opinions on the implementation of Project 06, a representative of the Department of Education and Training said that there are still some difficulties in determining residence for students who do not have a city household registration, therefore, it is necessary to connect temporary residence data.

According to Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, the important task of Ho Chi Minh City in the coming time is to synchronize the system and connect data with ministries and branches because in reality, some systems of central units are still not compatible with the system of Ho Chi Minh City.

Or the representative of Phu Nhuan district reflected that the implementation of public digital signatures is currently still facing difficulties, and communication work needs to be further promoted; moreover, digital signatures are only provided free of charge for one year when performing public services (not free for other transactions), so it is proposed to continue to provide free digital signatures for people...

Major General Tran Duc Tai said that in the coming time, Ho Chi Minh City will continue to promote the role and responsibility of leaders at agencies and units to resolutely direct and manage the completion of tasks and targets of Project 06; develop targets to be included in the annual assessment and classification of units and heads of relevant agencies.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, Head of the Steering Committee for Project 06, said that after 2 years of implementing the project with many difficulties, including new issues, great results have been achieved. These results have contributed positively to development, social management and also contributed to the development of digital society and digital transformation.

“I appreciate the participation of all levels and the police agency, which has had a smooth and effective coordination over the past 2 years. The results achieved not only contribute to the City but also contribute back to the central levels so that we can learn from experience and together successfully implement the project,” said Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai.

With the remaining difficulties such as some data not being connected, investment problems, institutional issues, etc., the units continue to resolve them. Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that these are new tasks, there will continue to be difficulties, so it is necessary to closely follow the plans and instructions of the central government so that Project 06 is closely linked to the Digital Transformation Project of Ho Chi Minh City.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that by 2025, if administrative procedures are to take place on a digital platform, there must be a high focus on developing public services and a single citizen app for people to use, avoiding the situation of a hundred flowers blooming.

“The city has 3 steering committees: Steering Committee for Project 06, Steering Committee for Administrative Reform and Steering Committee for Digital Transformation, so we recommend that the City Department of Home Affairs study and propose to merge the 3 committees into 1 so that the direction and operation work can be streamlined and more effective,” emphasized comrade Phan Van Mai.
