Continue using old health insurance card blanks until May 31, 2025

On March 26, Vietnam Social Security issued Official Dispatch No. 168/BHXH-QLT, guiding regional social insurance agencies; social insurance agencies of provinces and centrally run cities on the use of health insurance card blanks.

Accordingly, to ensure the rights of health insurance participants during the time of organizing and arranging units to operate under the new model and implementing savings and anti-waste, regional social insurance and provincial and municipal social insurance will continue to use the old health insurance card blanks until May 31, 2025.

From June 1, 2025, for cases of requesting to reissue or exchange health insurance cards, social insurance officers are required to directly guide participants to install the digital social insurance application (VssID), the electronic identification application (VneID) and guide them to use the image of the health insurance card on the VssID, VneID applications; citizen identification cards with chips to go to medical examination and treatment instead of paper health insurance cards.

Regional social insurance and provincial and municipal social insurance continue to use the old health insurance card template until May 31, 2025.

Only issue new paper health insurance cards for cases where VssID, VneID cannot be installed and there is no citizen identification card with chip.

Regional social insurance and social insurance of provinces and cities are responsible for implementing the above contents.

According to Vietnam Social Security, this agency has proactively implemented the restructuring of the entire system. In which, Vietnam Social Security at the central level has been implemented since March 1, 2025; at 35 regional social insurance agencies and 350 district-level social insurance agencies, it is expected to be operational from April 1, 2025.

However, to ensure the facilities, technical infrastructure, information technology, business processes and the arrangement of personnel from provincial and municipal social insurance to regional social insurance to avoid interruptions and discontinuities in the performance of tasks serving employers, employees, people and the results of the implementation of political tasks of Vietnam Social Security during the implementation phase of the new organizational model. At the same time, to review, evaluate, synthesize, and draw lessons to report to the Ministry of Finance on difficulties and problems (if any) to ensure the effectiveness and efficiency of the new apparatus after the arrangement, before implementing nationwide, Vietnam Social Security requires social insurance of provinces and centrally run cities to organize the implementation of the contents on the arrangement of the apparatus according to the new organizational structure.

Specifically, 10 regional social insurance agencies will operate under the new organizational structure from April 1, 2025 because they have basically met the requirements on facilities, technical infrastructure, information technology, and business processes to organize the new structure.

These are the units: Social Insurance Region I (Hanoi), Social Insurance Region IV (Binh Duong), Social Insurance Region VI (Thanh Hoa), Social Insurance Region VII (Nghe An), Social Insurance Region X (Thai Nguyen - Bac Kan), Social Insurance Region XI (Bac Giang - Bac Ninh), Social Insurance Region XVII (Yen Bai - Lao Cai), Social Insurance Region XIX (Ha Giang - Tuyen Quang), Social Insurance Region XXII (Da Nang - Quang Nam), Social Insurance Region XXXII (Ca Mau - Bac Lieu).

Along with that, there are 25 regional social insurances deployed from June 1, 2025. These are the units: Social Insurance Region II (Ho Chi Minh City), Social Insurance Region III (Can Tho), Social Insurance Region V (Dong Nai), Social Insurance Region VIII (Hai Phong - Thai Binh), Social Insurance Region IX (Lang Son - Cao Bang), Social Insurance Region XII (Hai Duong - Quang Ninh), Social Insurance Region XIII (Nam Dinh - Ninh Binh), Social Insurance Region XIV (Hung Yen - Ha Nam), Social Insurance Region XV (Son La - Hoa Binh), Social Insurance Region XVI (Dien Bien - Lai Chau), Social Insurance Region XVIII (Phu Tho - Vinh Phuc), Social Insurance Region XX (Ha Tinh - Quang Binh), Social Insurance Region XXI (Hue - Quang Tri), Social Insurance Region XXIII (Binh Dinh - Quang Ngai), Social Insurance Region XXIV (Khanh Hoa - Phu Yen), Social Insurance Region XXV (Dak Lak - Dak Lak). During the preparation period, these units focus on reviewing infrastructure, business processes and personnel arrangements. Vietnam Social Security also requires units to maintain current personnel until new instructions are issued.

By the end of 2024, the number of people participating in health insurance nationwide will be 95.523 million, an increase of 2% compared to 2023, reaching 94.2% of the population participating in health insurance. The whole country will have 186.2 million people for inpatient and outpatient health insurance examination and treatment (an increase of more than 12.2 million people compared to the same period in 2023); with the proposed payment amount of VND 142,985 billion (an increase of VND 18,685 billion compared to the same period in 2023).
