Recently, Binh Thuan has issued many related policies and plans, including Action Program No. 43 dated November 14, 2022 of the Provincial Party Committee on implementing Resolution No. 20 of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period.
Thanks to that, the cooperative movement in the province has made a breakthrough development, linking the value chain of commodity production increasingly in-depth, contributing significantly to the local socio-economic development.
Promoting the role of KTTT
In recent times, the collective economy, with the core being cooperatives, has had positive changes with the requirement of innovation in organizational structure and forms of operation to comply with the legal regulations on cooperatives. The Law on Cooperatives 2003 and the Law on Cooperatives 2012 have contributed to creating a new look for the cooperative economic sector, and cooperatives have gradually eliminated the inferiority complex of the old cooperative model. The interests of cooperative members have been given attention; promoting the spirit of voluntariness, autonomy, and self-responsibility of people when participating in cooperatives.
With the goal of developing the collective economy dynamically, effectively and sustainably, with more and more models of cooperation and association on a voluntary basis, ensuring the rights and interests of members, the Provincial People's Committee has issued a plan to implement Resolution 09 of the Government and concretize Action Program No. 43 dated November 14, 2022 of the Provincial Party Committee on implementing Resolution No. 20. Thereby, it is expected to attract more and more farmers, households and economic organizations such as cooperatives and cooperative groups to participate, contributing to mobilizing social resources for production, business, creating jobs, and improving people's lives. At the same time, promoting economic restructuring towards industrialization and modernization, in line with the socialist-oriented market economy.
Accordingly, by 2030, the province strives to have more than 5,400 cooperatives with about 210,000 members; nearly 250 cooperatives with about 5,000 members, no cooperatives existing in form. Establish 2 new cooperative unions with about 40 cooperative members. Average revenue of cooperatives increases by about 5 - 6%/year; average income of workers in cooperatives increases by about 3 - 5%/year; average profit of cooperatives increases by about 3 - 5%/year. In addition, ensure that over 70% of collective economic organizations operate at a good or good level, of which about 50% participate in production linked to the value chain. About 30% of cooperatives apply high technology. Promote the role of collective economic organizations in sustainable poverty reduction and ensuring social security.
Many policies to support KTTT
To achieve these goals, the Provincial People's Committee has set out specific tasks and solutions. Strengthening propaganda to raise awareness among cadres, party members, civil servants, public employees and all classes of people about the position and role of the collective economy, the core of which is the cooperative. Clearly understanding the nature of the new cooperative model, valuing the interests of members, the benefits of cooperation, association and mutual assistance for each member and the collective. At the same time, effectively implementing mechanisms and policies to encourage, motivate and support the development of the collective economy such as: human resource development policy; land policy; financial - credit policy; science - technology policy. In addition, there are other policies such as support policies on economic information, marketing skills and market research...
In addition to these policies, relevant agencies and sectors need to innovate and improve the efficiency of the collective economy. In particular, focus on thoroughly resolving the remaining problems of the collective economy, especially the long-standing debts in cooperatives, the property relations of cooperatives, especially those related to land. Thoroughly handle the cooperatives that have stopped operating, are waiting for dissolution, and the cooperatives that have not been converted or reorganized according to the provisions of law. Encourage the expansion and diversification of members in the collective economy. Develop a variety of cooperatives in different fields in the province where conditions permit their establishment. Encourage the establishment of cooperatives by industry, operating by region, without administrative unit limitations; promote the mechanism of cooperation between cooperatives and enterprises. Select a number of cooperatives of appropriate scale to support the construction of a chain linkage model with enterprises in the direction of applying high technology...
With specific goals and solutions, it is hoped that the economic activities of which the core are cooperatives in the province will develop in a new and more dynamic direction. The production and business activities of new-style cooperatives will be more diverse, linked to the product value chain, contributing to creating regular jobs for idle workers in rural areas, improving the material and spiritual life of workers.
