- Could you tell us about the role of Quang Nam Cooperative Union in consulting and supporting member cooperatives?

* Mr. Le Ngoc Trung: As an organization representing and protecting the legitimate rights and interests of member cooperatives, in recent years, the Provincial Cooperative Union has proactively coordinated with relevant departments and branches to advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many policies, mechanisms, and policies to support the development of collective economy (KTTT) and cooperatives in Quang Nam.

The Provincial Cooperative Union also coordinated well with relevant departments and branches in implementing and implementing tasks. Accordingly, together with the Department of Planning and Investment, it advised the Provincial People's Committee to issue annual, medium-term and long-term plans for economic development; coordinated with localities to implement mechanisms to support the development of cooperative economy and cooperatives to member cooperatives and people.

- How is the construction of a new cooperative model associated with the value chain supported, sir?

* Mr. Le Ngoc Trung: The Provincial Cooperative Union actively supports member cooperatives in building new cooperative models associated with value chains and joint ventures, associations and cooperation. Support cooperatives in participating in trade promotion fairs inside and outside the province to promote local products. Thereby, cooperatives have the opportunity to exchange and contact with other businesses and organizations to sign association and joint venture contracts in the production and consumption of cooperative products.

In addition, the Provincial Cooperative Union has conducted many consulting and guidance activities on building collective economic models and cooperatives in line with the criteria for new rural construction. Coordinated with districts, towns and cities to conduct surveys, organize conferences and seminars to access mechanisms, policies and innovation, develop cooperative economy and cooperatives; organized study tours to provinces and cities with strong collective economic movements for key leaders of some localities, Cooperative Union officials and cooperatives...

Improve the quality of human resources

- In recent years, what specific contents and tasks has the Provincial Cooperative Union implemented in consulting and supporting member cooperatives?

* Mr. Le Ngoc Trung: From 2019 to present, Quang Nam Cooperative Union has organized 16 vocational training classes for workers and cooperative members; 65 classes on propaganda for the development of collective economy and cooperatives; 48 skill training courses for cooperative officials; 6 classes on environmental protection propaganda; 12 conferences on the development of collective economy and cooperatives.

Notably, in order to help the economic group sector have more capital resources, in 2012 the Provincial People's Committee decided to establish the Provincial Cooperative Development Support Fund. Currently, the fund's charter capital is more than 120 billion VND. From 2019 to now, the fund has approved preferential loans for 489 projects of cooperative groups, cooperatives and members of cooperative groups and cooperatives with a total disbursement of nearly 237 billion VND. This is considered a solid capital support for the province's economic group models.

In addition to capital support, in recent years, cooperatives and cooperative groups have also received support from policy mechanisms on new establishment; application of technological innovation; college and university training; attracting people with university degrees to work in cooperatives; investment in building technical infrastructure for cooperatives; application of information technology... with a total amount of more than 27 billion VND.

- From the consultation and support of the Provincial Cooperative Union, can you tell us more clearly how the member cooperatives have developed over time?

* Mr. Le Ngoc Trung: In recent years, the economic and cooperative sectors of Quang Nam have made remarkable progress. Currently, the province has 657 cooperatives and more than 2,800 cooperative groups operating in various fields of social life, which are important "midwives" for the household economy in rural areas.

Particularly, the start-up movement in Quang Nam has developed very strongly. Accordingly, the economic and cooperative sectors have attracted many young people with college and university degrees to participate in establishing, managing and operating cooperatives. Many products of these cooperatives have achieved 3-4 star OCOP certification, typical rural industrial products at the provincial and regional levels, and typical cooperative products nationwide. Some cooperatives have brought their products to participate in trade promotion abroad such as Duy Oanh Green Agriculture Cooperative (Duy Xuyen), Tam Anh Nam Agricultural - Medicinal Plants Cooperative (Nui Thanh), Best One Cooperative (Tam Ky)...

Of the 657 cooperatives operating in the province, there are 416 agricultural cooperatives, 34 industrial and handicraft cooperatives, 149 commercial and service cooperatives, 3 people's credit funds and 55 cooperatives operating in other fields. The average revenue is over 3 billion VND/cooperative/year, the average profit is about 608 million VND/year; the average income of members and employees is about 67 million VND/year.
