Sun Group Corporation reports progress of new commercial and service urban area project Ham Tien - Mui Ne

BTO-On the morning of April 11, the Provincial People's Committee held a working session to listen to Sun Group's report on the progress of the new Ham Tien - Mui Ne commercial and service urban area project (Area III). Chairman of the Provincial People's Committee Do Huu Huy chaired the meeting with leaders of relevant departments, agencies and branches.

According to the report, the project is implemented on a 218.65ha land area in Phu Hai, Ham Tien wards and Thien Nghiep commune (Phan Thiet city). Regarding the current land use status of the project, there is nearly 217.3ha of agricultural land; nearly 1.2ha of traffic land; the rest is cemetery land and houses on agricultural land. The total investment capital of the project is more than 11,000 billion VND. The investment scale of Ham Tien - Mui Ne urban area with an expected population of about 15,000 people.

The project's objective is to invest in building a new urban area to serve the local socio-economic development with individual housing areas, townhouses combined with mixed-use commercial services, apartments (if any), social housing, etc.; accommodation service buildings, hotels for real estate business, land use rights owned, used or leased.

The Provincial People's Committee approved the investment policy for the Zone III project on July 5, 2024. On December 13, 2024, the Provincial People's Committee issued Notice 387 selecting the Provincial Land Fund Development Center as the unit to carry out the site clearance work. On April 9, 2025, the clean land review work for the first phase of land allocation was completed, with an area of ​​about 66.4 hectares.

On April 8, 2025, the Ministry of Agriculture and Environment issued Decision No. 691/QD-BNNMT on the establishment of an environmental impact assessment report appraisal council. It is expected that the environmental impact assessment report will be approved by the Ministry of Agriculture and Environment in May 2025 and during this time, the issuance of construction permits will also be completed.

Currently, for this project, there are 3 cases: cleared land managed by the State, land under unfinished compensation according to the old Plan 706B and land that has not yet been compensated and cleared. At the meeting, leaders of departments, branches, and sectors as well as investors discussed many issues related to compensation, site clearance, compensation and support funds, etc.
At the meeting, the investor proposed that the Provincial People's Committee approve the policy of allocating land to the company for the cleared land area currently managed by the State. Establish procedures for land recovery and site clearance for land plots that have not been compensated... Quickly complete the work of establishing specific land prices to serve the determination of financial obligations for the first land allocation area in August 2025.

Concluding the meeting, the Chairman of the Provincial People's Committee highly appreciated the Sun Group Corporation as well as Phan Thiet Sun Investment and Development Company Limited for their determination to implement Project III and hoped that the corporation would share difficulties with the Provincial People's Committee when the implementation of procedures according to State regulations still had many obstacles. In order for the project to be implemented as soon as possible, the Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant departments, branches and localities to urgently review and propose plans to speed up the progress of site clearance compensation in accordance with the law. At the same time, study and resolve compensation policies and resettlement support for people with land in the project area in a satisfactory manner. Request that by April 2025, the review work must be completed and a specific plan must be reported to the Provincial People's Committee. If necessary, consult with legal and judicial experts inside and outside the province to speed up the progress.

In addition, the Department of Agriculture and Environment needs to coordinate with the investor to complete the environmental impact assessment dossier according to regulations. Request the Provincial Land Fund Development Center to continue supporting resettled people according to the previously approved policy.
