On the morning of October 23, continuing the 8th Session at the National Assembly House, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Juvenile Justice.

Moderating the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said that at the 7th Session, the National Assembly discussed and gave opinions on the draft Law on Juvenile Justice. Immediately after the Session, the National Assembly Standing Committee directed the serious study and reception of opinions from National Assembly deputies to revise and perfect the draft Law, organized a number of scientific seminars and many working sessions with the drafting agencies and relevant agencies, and consulted experts, scientists, and experienced officials in related fields to have more information and practical basis to serve the work of receiving, explaining, revising, and perfecting the draft Law.
The draft Law on Juvenile Justice, after absorbing the opinions of National Assembly deputies, submitted to the National Assembly at the Session, has 11 chapters and 176 articles, increasing 3 articles and adjusting many specific articles and clauses compared to the draft law submitted to the National Assembly at the 8th Session and closely following the ideology and policies approved by the National Assembly from the beginning.
The Vice Chairman of the National Assembly suggested that National Assembly deputies focus on discussing a number of issues such as: Measures for handling diversion and the authority to apply diversion measures; on penalties for juvenile offenders; on friendly procedural procedures for juveniles; on physical conditions of prisons and the regime for juvenile prisoners and other issues of interest to National Assembly deputies.
There were 28 comments from National Assembly deputies, including 2 debates. National Assembly deputies analyzed deeply, clarified many contents, and specifically proposed to continue researching and adjusting some words, terms, clauses, and specific contents in the draft law in order to continue perfecting the draft law to be more appropriate, scientific, and feasible. Ensuring the requirements of progress, humanity, and friendliness in resolving cases related to juvenile offenders. Ensuring the best interests of juveniles as affirmed in Party resolutions and the 2013 Constitution in accordance with international treaties to which Vietnam is a member.
In the afternoon, the National Assembly held a plenary discussion in the hall on a number of contents with different opinions of the draft Law on Cultural Heritage (amended). Chairing the session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that this is a Law project with many large contents, deep expertise, high social nature, and a wide range of directly affected subjects, receiving great attention from voters nationwide and National Assembly deputies.
The Vice Chairman of the National Assembly stated that after receiving and revising, the draft Law submitted to the National Assembly at this session consists of 9 chapters and 100 articles, 2 articles less than the draft submitted to the National Assembly at the 7th Session and has achieved consensus among agencies, ensuring the consistency of the draft Law with the draft Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.
National Assembly deputies focused on discussing a number of contents such as: State policies on cultural heritage; prohibited acts; policies for artisans, subjects of intangible cultural heritage; on relic protection areas, principles for determining the scope and marking the boundaries of relic protection areas, adjusting relic protection areas and world heritages; on repairing, renovating, and constructing works in relic protection areas; on investment projects, construction of works, repairing, renovating, and rebuilding individual houses in relic protection areas and world heritages; on cultural heritage conservation funds, etc.
