Realizing that culture is an important driving force to promote socio-economic development, in recent years, the Party Committee and People's Committee of Tien Noi Ward (Duy Tien Town) have focused on leading and directing the implementation of the movement "All people unite to build a cultural life". In which, the building of cultural families and communities, civilized lifestyles in schools, agencies and units is the focus. Sectors, unions and residential groups focus on mobilizing and propagating, creating cohesion, unanimous participation and active response of the people; thereby, contributing to creating positive changes in the lives of each family and residential area in the area.

Tien Noi Ward has 5 residential groups with more than 7,800 people. Implementing the movement "All people unite to build a cultural life", the ward directs sectors, organizations, and residential groups to actively propagate and mobilize people to practice civilized lifestyles and behaviors through strict compliance with regulations on security and order, traffic safety, environmental sanitation, urban beautification, etc.

Vice Chairman of the Ward People's Committee Nguyen Huu Thanh said: The residential groups have included criteria for building a cultural environment in the conventions and village covenants such as implementing a civilized lifestyle in weddings, funerals, and festivals; implementing family planning, gender equality, preventing domestic violence; preventing social evils; promoting education and talent promotion... Through that, traditional cultural beauty is still passed down, village and neighborhood relationships are strengthened, community cohesion is promoted; cultural institutions are invested in and built; people's spiritual life is improved.

With the participation of the entire political system, the movement "All people unite to build a cultural life" in Tien Noi has been implemented synchronously, bringing practical results. Up to now, all 5/5 residential groups have achieved the title of "Cultural residential groups", the rate of families achieving the title of "Cultural families" accounts for 94% of the total number of households. The success in building a cultural life in Tien Noi has been contributed by the mass cultural, artistic and sports movements that have developed widely in residential areas.

In particular, Ngo Tan residential group is known as the place with the famous Cheo singing movement of Duy Tien town. For a long time, the people here have always had a special love for this art form. Stemming from the passion and love for Cheo singing, the members of Ngo Tan Cheo Club, although busy with work and family, are all very enthusiastic about the activities of the Club. They are passionate and happy to contribute to preserving and promoting the value of Cheo art. During the process of participating in performances and cultural exchanges, along with reenacting ancient Cheo excerpts, the Club members also composed and performed many skits and excerpts with many good ideas, strange thoughts, imbued with the love of the homeland, current events and humanity, reflecting the thoughts and feelings of the people, praising the changes of the homeland and the country...

Along with the efforts of the members of the Ngo Tan Cheo Club over the years to preserve the precious traditional cultural heritage of our ancestors and the beauty of our homeland, recently, the Tien Noi Ward Youth Union has established the "I love Ngo Tan Cheo" Club. Secretary of the Tien Noi Ward Youth Union Nguyen Thi Loi said: For generations, Cheo singing has become a familiar form of cultural and artistic activity for the people in Ngo Tan Residential Group in particular and Tien Noi residents in general. The Cheo Club has brought songs to enrich the spiritual and cultural life of the people, effectively participating in the propaganda of political tasks in the area. With the approval of the Party Committee and the People's Committee of the ward, the launch of the "I love Ngo Tan Cheo" Club with the participation of students who are children of the residential group is expected to be a positive solution to kindle the love for Cheo melodies in the younger generation, thereby contributing to preserving, conserving and promoting the precious traditional art of our ancestors.

In addition to accepting new cultural features, the inheritance and promotion of traditional cultural values based on festival activities, communal houses, pagodas, clans, etc. are especially focused on by the Party Committee and the authorities of Tien Noi Ward. Vice Chairman of the Ward People's Committee Nguyen Huu Thanh emphasized: Traditional festivals are maintained and organized annually by some residential groups such as Ngo Tan and Nhat Tri with many activities such as ceremonies, cultural and sports exchanges, etc. In addition to commemorating and expressing gratitude for the contributions of the village's tutelary deities, traditional festivals also have an important meaning in helping to unite the village and neighborhood, arouse community strength, create new values in economic and social life and contribute to building a civilized and modern homeland. Along with that, the communal house and pagoda system is cared for, renovated and upgraded to meet the religious needs of the people.

Along with the efforts of local Party committees, authorities, and socio-political organizations, an important and decisive factor for the success of the movement is the consensus and response of the people.
