Implementing the Central Government's direction, since the beginning of 2025, Quang Nam has urgently and drastically carried out projects and plans to streamline the organizational apparatus in the province's political system.

Marking a new milestone

Last weekend, the Provincial Party Standing Committee announced the decision to end the activities of 11 Party delegations, Party executive committees and the Party Committee of the Provincial Agencies Bloc.

On that basis, the decision was made to establish the Party Committees of provincial Party agencies, the Provincial People's Committee Party Committee and the personnel work of the two Party Committees.

The Standing Committee of the Provincial Party Committee decided to appoint comrade Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council to hold the position of Secretary of the Party Committee of the provincial party agencies for the 2020 - 2025 term; comrade Le Van Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee to hold the position of Secretary of the Party Committee of the Provincial People's Committee for the 2020 - 2025 term.

Previously, at the political activity to celebrate the 95th anniversary of the Party's founding (February 3, 1930 - February 3, 2025), the Provincial Party Standing Committee also announced the decision to establish, associated with the personnel consolidation of the Provincial Party Committee's Propaganda and Mass Mobilization Department.

According to the arrangement project of the Provincial Party Committee, Quang Nam has 22 party organizations, including: 14 district party committees, 1 town party committee, 2 city party committees, 2 provincial-level party committees, 1 provincial Military Party Committee, 1 provincial Border Guard Party Committee, and 1 provincial Public Security Party Committee.

For the government sector, before February 20, 2025, the implementation of the arrangement plan will reduce from 19 department levels to 13 units (equivalent to 31.6%). The number of department-level focal points within the provincial department level will decrease by 21.6%. The number of focal points within public service units under the provincial People's Committee will decrease by 18.7%.

The provincial Steering Committee for the implementation of the summary of the Central Resolution No. 18 (term XII) said that compared to the Central's requirements (reduced by 15-20%), Quang Nam strictly implemented the regulations and instructions. Localities also implemented this policy quite well.

The establishment of the Party Committees of provincial Party agencies and the Provincial People's Committee Party Committee is a major policy of the Central Government and the Provincial Party Committee to continue to innovate and reorganize the apparatus of the political system in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency".

The establishment of the two Party Committees is also an important political event, marking a new stage in Party building, political system building, leadership, direction and administration of the implementation of the province's common development tasks in the coming period.

Innovation in thinking and leadership methods

Regarding the Party Committees of provincial Party agencies, according to comrade Nguyen Duc Dung, they will continue to innovate leadership methods, improve the quality of Party activities, ensure comprehensive leadership of the Party Committee over subordinate grassroots Party organizations, and create unity and consensus throughout the Party Committee.

Focus on building a strong Party organization in terms of politics, ideology, organization and ethics, strictly implementing the Party's principles, especially the principle of democratic centralism, and maintaining discipline within the Party.

“The Party Committee closely follows the Party's guidelines and policies, the State's laws and policies, the conclusions and directions of the Provincial Party Committee and the Provincial Party Committee Standing Committee. From there, it builds and supplements the goals, directions, tasks and solutions to implement the political tasks of the Party Committee of the provincial Party agencies for the 2020-2025 term in accordance with the new situation.

In particular, focusing on preparing conditions for organizing party congresses at all levels towards the 14th National Party Congress to ensure the regulations of the Politburo. Timely implementation, ensuring progress and quality of the work of innovation, arrangement and streamlining of the apparatus of agencies and units in the Party Committee of the provincial Party Committee" - Comrade Nguyen Duc Dung shared.

Provincial Party Secretary Luong Nguyen Minh Triet said that the establishment of two Party Committees is a shift to a new leadership model in the Party organization, with increasingly important positions, roles, functions and tasks in the current period.

The collective of these two Party Committees is a very strong force. The members of the Party Executive Committee and the Party Standing Committee are the factors that take on important positions in the political system. With this model, it shows the innovation of thinking, methods of direction and management associated with the requirement of ensuring the absolute and comprehensive leadership of the Party in all aspects of work.

“With the new model and new leadership method, we will further enhance the effectiveness of the Party organization's direct and comprehensive leadership and direction in innovating the Party's leadership method, contributing to perfecting the leadership method of the political system.
