Mong Cai Border Gate Customs Sub-Department (HQCK) has been focusing on synchronously and drastically implementing solutions to promote the development of border trade economy, combat smuggling and trade fraud on routes, border gates, customs clearance routes and openings. Thereby, contributing to promoting smooth import and export activities in the last months of the year.
In the first 9 months of 2024, the number of enterprises participating in import and export, the number of declarations, import and export turnover and means of transport, and passengers entering and exiting the country (XNC) through Mong Cai all increased compared to the same period last year. As of September 15, Mong Cai Customs Branch had attracted 1,146 enterprises to carry out customs procedures through the area (an increase of 273 enterprises compared to the same period in 2023); carried out customs procedures for nearly 66,000 import and export declarations, with a total import and export turnover of over 2.8 billion USD (an increase of 18% in declarations and 23% in turnover compared to the same period in 2023); coordinated to carry out procedures for over 4.7 million XNC passengers (an increase of 91% compared to the same period in 2023).
It is forecasted that from now until the end of 2024, the import-export and transit activities through Mong Cai City will be more vibrant, especially in the months near the Lunar New Year. The increase in the volume of import-export goods and means of transport and passengers also means an increase in risks, with subjects taking advantage of import-export policies, the openness in the electronic customs clearance process... to smuggle, illegally transport goods across the border, and commit trade fraud. In particular, focusing on groups of goods with high potential risks, such as drugs, precursors, wildlife, agricultural products...; the luggage of people entering and leaving the border also has the potential risk of mixing goods, VND, and foreign currencies beyond regulations. In addition, there are many subjects taking advantage of import-export policies, electronic customs clearance, processing, export production, and transit to transport, smuggle, and evade taxes...
Meanwhile, import-export activities through Mong Cai City are also facing some difficulties as China's border trade policy is unstable. Especially when Ka Long Border Gate is a border gate that plays a major role in helping people and businesses consume Vietnamese agricultural and seafood products exported to China, but has not been operational since October 2022. The infrastructure of Bac Luan II Bridge Border Gate is currently in the infrastructure investment phase, so it has not met the requirements for customs clearance with a large number of vehicles...
In order to practically facilitate the promotion of import-export and border-gate activities, while ensuring state management of customs in the peak months of the end of 2024, Mong Cai Customs Branch aims to synchronously and drastically implement solutions to support, accompany, facilitate and attract businesses to carry out procedures through the area. In particular, focusing on promoting contact activities, grasping the business situation to promptly guide and remove difficulties and obstacles in the process of implementing customs policies and procedures.
At the same time, the Department will continue to tighten management, properly implement customs procedures; strengthen inspection and supervision; strengthen information collection, analysis, and risk assessment for key and high-risk goods and enterprises, in order to promptly detect and prevent violations; closely coordinate with units inside and outside the industry to patrol and control border gate areas, centralized inspection locations, export points, trails, border openings, etc. to prevent illegal immigrants as well as ensure timely handling of smuggling and illegal transportation of goods across the border.
In addition, Mong Cai Customs Branch is also continuing to proactively propose to competent authorities solutions to remove difficulties and obstacles, promote the development of border trade economy, fight against smuggling and trade fraud on routes, border gates, customs clearance routes, and openings in the last months of 2024 such as: Proposing the Provincial People's Committee to include the content of trade facilitation in working sessions with the Guangxi government (China), in which, requesting the Guangxi government to direct Dongxing City to soon restore operations and supplement dry agricultural products (starch, cashew nuts, pepper, etc.), fresh fruits through Ka Long border gate, Dongxing Border Wharf (China); proposing to increase the time to close and open the border gate, and clear goods through the Km3+4 pontoon bridge opening; Maintain customs clearance of goods 7 days/week through Bac Luan II bridge, and gradually stabilize customs clearance time at Bac Luan II bridge from 7:00 a.m. to 8:00 p.m. every day of the week (including Saturday and Sunday) according to the diplomatic note exchanged and agreed upon by the two countries' Ministries of Foreign Affairs.
